MINIMUM REQUIREMENTS:

A high school diploma or its equivalent and seven (7) years of professional experience in information security, information technology, or computer programming can substitute for the requirements listed above; or

A relevant professional cybersecurity or information technology certification can substitute for three (3) years of the required experience; or

A bachelor’s degree (4 years) from an accredited college or university and four (4) years of experience in information security, information technology, or computer programming, with an emphasis on operational security, system administration, and/or scripting and automation; or

A bachelor’s degree (4 years) from an accredited college or university with a major course of study in computer science or management information systems or business administration and three (3) year of experience in information security, information technology, or computer programming; or

A master’s degree (6 years) from an accredited college or university with major course of study in computer science or management information systems and two (2) year of experience in information security, information technology, or computer programming.

Requires possession of a valid Class E driver license.

JOB DUTIES:

This position resides in the Office of Agriculture Technology Services and reports to the Information Security Manager and ensures FDACS’ compliance with state and federal regulations, strengthens governance structures, and enhances security monitoring, risk management, and policy enforcement. This position also works with business units across FDACS to implement standardized, repeatable, and auditable security and compliance processes.

Governance, Risk & Compliance (GRC)

  • Conduct departmentwide information security risk assessments and compliance evaluations.
  • Maintain GRC workflows, evidence repositories, control inventories, and risk registers.
  • Monitor compliance with federal and state regulatory frameworks (IRS 1075, HIPAA, CJIS, NIST, State of Florida standards).
  • Provide governance guidance to FDACS offices to ensure regulatory adherence.
  • Support internal and external audits, coordinate responses, gather evidence, and track corrective actions.
  • Manage lifecycle of policies, standards, procedures, and exceptions.

Security Monitoring & Incident Response Support

  • Monitor security events, logs, alerts, and dashboards for anomalies and threats.
  • Assist with incident detection, triage, containment, documentation, and recovery.
  • Escalate events requiring action by the Information Security Manager.
  • Maintain logs, records, and incident documentation required by audit or statute.

Vulnerability & Configuration Management

  • Conduct vulnerability scans and coordinate remediation with system owners.
  • Support secure configuration management activities, patch validation, and system hardening standards.
  • Document vulnerabilities and track remediation timelines and risk ratings.

Security Policy, Standards, Awareness & Training

  • Support development and maintenance of security policies, standards, and procedures.
  • Assist with departmentwide security awareness and user training activities.
  • Prepare compliance notifications, guidance, and user facing materials.

Reporting, Documentation & Collaboration

  • Prepare recurring and ad hoc reports summarizing agency security posture, risk levels, compliance status, and audit results.
  • Maintain required audit documentation, risk assessment files, and regulatory evidence.
  • Collaborate with program areas to support secure and compliant business operations.

Performs related work as required including, but not limited to, adherence to the policies and procedures of the department’s Information Resource Security Program and allocates time as requested for Disaster Recovery activities.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of cybersecurity frameworks (NIST CSF, NIST 800 53, State of Florida standards).
  • Knowledge of information security practices, risk assessment, and compliance methodologies.
  • Skill in analyzing logs, alerts, vulnerabilities, and system events.
  • Ability to prepare written reports, audit artifacts, and technical documentation.
  • Ability to communicate effectively with stakeholders at all levels.
  • Ability to evaluate risks, propose mitigation strategies, and maintain audit evidence.
  • Understanding of IT standards and controls
  • Excellent written and verbal communication skills
  • Ability to work with developers in an internal or outsourced environment
  • Ability to articulate new ideas and concepts to technical and non-technical audiences
  • Ability to understand the long-term ("big picture") and short-term perspectives of situations
  • Proficient in the use of software such as Microsoft Office (Word, Excel, PowerPoint, Visio, Teams, SharePoint, and Project) and Adobe Professional
