The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning and administration of all publicly funded substance abuse and mental health services, designating Baker Act Receiving facilities, and licensing substance abuse providers.

THIS IS NOT A TELEWORK POSITION.  CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE.

This is a highly responsible and professional position that will serve as the Government Operations Consultant III for the State Mental Health Treatment Facilities (SMHTF). This position will collaborate with each section with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

 

Specific Duties and Responsibilities include:

  • Coordinates improvements in new/enhanced system requirements, participate in system testing and identifying issues with system functionality. Identifies and initiates essential system enhancements to effectively address changing needs.
  • Assists with all resident movement, daily censes, and daily patient reporting to ensure accuracy of facility population.
  • Oversees non-routine admission and discharge requests and develops a process to handle requests for transfers between facilities and out of catchment admissions.  Conducts various other projects and data analysis related to the discharge of individuals from the state mental health treatment facilities.
  • Provides assistance in reviewing commitment packets for completeness and accuracy ensuring appropriate admission to state mental health treatment facilities.
  • Maintains the Undocumented Immigrants status list and the forensic to civil transfer list and is actively engaged in ensuring accuracy and appropriate resident movement.  
  • Manages projects and completes a variety of assignments, including development of issue papers, memos, responding to inquiries from stakeholders, and other correspondence.
  • Maintains team communication to ensure consistent messaging. 
  • Appropriately and timely responds to requests for assistance from team members and Leadership regarding forensic procedures, policies and rules.
  • Provides critical reporting from forensic database and data analysis to inform current goals and outcomes.
  • Provides consultation, guidance and technical assistance to regions/circuits, treatment facilities, monitoring quality assurance standards, statutes, rules of criminal procedures.
  • Serves as Interstate Compact Coordinator for Florida pursuant to Chapter 394, F.S.
  • Participates in audits, contract reviews, programmatic reviews, and targeted reviews of the SMHTF to assess compliance with statute, rules and policy and to assess validity of data integrity/information reported to the department.
  • Develops white papers, decision memos and issue papers regarding the state mental health treatment facilities and the forensic admission process.
  • Performs related work as required.

Minimum Qualifications:

  • A bachelor’s degree from a college or university is preferred and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
  • Two years of experience serving as a lead or assistant on a major research project.
  • Four years of experience proofing, editing and generating written correspondence.
  • A master’s degree from a college or university can substitute for one year of the required experience.
  • Professional experience as described above can substitute on a year-for-year basis for the required college education.
