This is an independent professional position working in the Division of Children's Medical Services, Florida Department of Health. This position requires substantial writing, administrative, and operational knowledge of Florida Statues, rules, fiscal processes, and procedures. The incumbent in this position must be able to work independently in planning, developing, writing, and tracking procurement projects. Responsibilities include drafting procurement documents including statement of work and solicitations, ensuring compliance with regulatory requirements and internal policies and providing technical support to program staff. This includes developing and issuing requests for proposals, quotations, and bids, as well as evaluating and analyzing vendor responses to ensure best value for the organization.  

 

Your Specific Responsibilities: 

 

Purchasing Documents and Competitive Procurements: 

  • Manages the process of development, determination of needs, drafting, routing, and editing of Statements of Work (SOWs) for projects procured through competitive and non-competitive procurements to be attached to purchase orders.  

  • Drafts procurement templates. Provides direct support to program staff to determine the most appropriate method of procurement of goods and services.  

  • Leads competitive and noncompetitive procurement projects, including Request for Proposals, Invitations to Negotiate, Request for Information, and Invitations to Bid.  

  • Leads meetings related to development and management of projects and procurements. 

  • Provides technical assistance to staff on complex purchases with the DOH Purchasing Office and to complete procurements in at a timely manner to meet program requirements.  

 

Purchasing Contract Manager

  • Serves as a Contract Manager on Statement of Work (SOWs) for complex services over Category II.  

  • Assists program staff and other purchasing staff in the drafting and development of SOWs and obtains approval for SOWs and revised SOWs.  

  • Manages issued purchase orders with SOWs and approves deliverables and processes invoices from vendors. Maintains documentation in the appropriate file.  

  • Prepares purchasing and procurement reports per the Purchasing Manager’s request. 

  • Maintains all required Contract Manager training requirements.  

  • Prepares reports and analyses as directed related to purchases, procurements and other related projects as requested by the supervisor and Division leadership.  

  • Prepares ad hoc reports, overviews and presentations as requested related to ongoing program procurements.  

  • Leads special projects as assigned by the Purchasing Manager or Children's Medical Services Leadership.  

  • Performs other duties as assigned. 

 

Required Knowledge, Skills, and Abilities: 

  • Knowledge and experience with State of Florida procurement and purchasing processes. 

  • Knowledge and experience with state of Florida contract management requirements and processes.  

  • Ability to work independently and communicate effectively, both vocally and in writing. 

  • Ability to perform operational and management analysis activities. Proficiency in Microsoft Word and Excel.   

  • Knowledge of State purchasing rules and regulations. 

 

Qualifications: 

Minimum

  • Employee in the State Personnel System.
  • 2 or more years of experience in purchasing or contacts within the State of Florida System.

Preferred

  • Florida Certified Contract Manager. 
  • Experience in Contract Management, Purchasing and Program Management. 
  • A bachelor’s degree from an accredited college or university.
  • 2 or more years of experience writing and editing professional documents.
