The Florida Division of Emergency Management plans for and responds to both natural and man-made disasters.  These range from floods and hurricanes to incidents involving hazardous materials or nuclear power.  The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

This position's primary responsibility is related to the functions of grant management for the Bureau of Preparedness. Additional job duties include, but are not limited to, the following:

 

  • Provide technical financial assistance to local governments, non-profit organizations, and for-profit consultants, relating to the receipt and use of federal and state emergency management grant funding, to assure the completion of activities specified in the contracts awarded by FDEM. 
  • Act as a liaison between grantees and FDEM by maintaining a working rapport through verbal, written, and on-site communication.
  • Monitor grantee compliance with program requirements through review, analysis, and processing of financial and program deliverables including expenditure, budgeting, staffing and progress reports, audits, and requests for payment to ensure completeness, accuracy, and consistency with applicable rules, regulations, and program criteria and objectives. 
  • Conduct on-site monitoring of specified grantee projects and/or programs.
  • Develop and maintain written statewide reports and spreadsheets based upon the compilation and analysis of local and state government emergency management statistical and programmatic information. These may include appropriate working papers relating to the calculation of award funding allocation.
  • Track status reports of grantee expenditures and reporting requirements.
  • Report tracking and monitoring of FDEM’s receipt and distribution of specified grant-in-aid funding awards and various reports relating to competitive grant scoring data.
  • Assist in the development and modification of contractual agreements, including individually designed scopes of work and reporting requirements.
  • Assist in the development and revision of grantee program and financial review, monitoring criteria and relevant administrative rules.
  • Serves as division representative on applicable working groups.
  • Perform assigned duties during Emergency Operations Center (EOC) activation in support of emergency response and recovery efforts.
  • Perform other related duties as assigned.

 

Knowledge, Skills, and Abilities:

  • Working knowledge of state and federal rules, regulations, and guidelines as they apply to contract development, grants management, and auditing procedures.
  • Ability to monitor grantee compliance with program requirements through review, analysis, and processing of financial and program deliverables including expenditure, budgeting, staffing and progress reports, audits, and requests for payment.
  • Ability to develop and maintain written statewide reports and spreadsheets.
  • Ability to communicate effectively through verbal and written communication.
  • Knowledge of Microsoft Office, including Word, Excel, and Outlook.
  • Ability to perform assigned duties during Emergency Operations Center (EOC) activation in support of emergency response and recovery efforts.

 

Minimum Qualifications:

  • Must be a Florida Certified Contract Manager (FCCM) or have the ability and willingness to obtain certification within the first 12 months of employment.
