Position Overview and Responsibilities:

The Department is seeking a highly motivated professional to serve as a Health Insurance Data Analyst. This position is essential to the monthly operation and coordination of the new Administrative Health Insurance Assessment and will also serve as a subject matter expert for the State Group Insurance Program’s Health Insurance Management Information System (HIMIS) and supports the daily operations of the business units within the Bureau of Financial and Fiscal Management. This position is critical to providing analytical reports and analysis of healthcare trends in the State Employees’ Group Health Insurance Program.  Specific responsibilities will include, but are not limited to, the following:

 

Administrative Health Insurance Assessment Coordinator:

  • Prepare the monthly Administrative Health Insurance Assessment invoice for all state agencies.
  • Maintain and utilize self-reported funding records provided by the state agencies.
  • Distribute and track monthly invoices.
  • Coordinate with the DMS Bureau of Financial Management Services on communication and collection of the Administrative Health Insurance Assessment. 
  • Develop and implement standard operating procedures.

 

Data Analytics Functions:

Perform analytics activities regularly to determine the performance of healthcare vendors and identify healthcare trends in the State Employees’ Health Insurance Program:

  • Interpret data, analyze results using statistical techniques, and provide ongoing reports.
  • Develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.
  • Identify, analyze, and interpret trends or patterns in complex data sets.
  • Prepare reports and analyze data to identify clinical and financial trends and information.
  • Assist with financial reporting and forecasting and perform peer reviews as needed to accomplish goals and objectives of the operational areas. 

 

Other Duties:

  • Serve as backup for daily banking process and monthly reconciliation of self-insured ASO vendor invoices; interface with contract managers and vendors as needed to resolve discrepancies and finalize payments.
  • Provide cross-functional support to other DSGI work units for special projects and peak workload periods as required to support the Division’s operational needs.
  • Provide prompt, professional and courteous customer service in response to all inquiries and requests for information received by DSGI.

 

Knowledge, Skills, and Abilities:

  • Strong data analytics experience.
  • Strong mathematical and technical ability.
  • Attention to detail and critical thinking capabilities.
  • Advanced level experience with Microsoft Excel.
  • Intermediate level proficiency with Microsoft Access.
  • Ability to work effectively within a team-based work group that consists of state employees and contractors.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to plan, organize and coordinate work assignments so that deadlines are met.
  • Strong organizational skills.


Minimum Qualifications:

  • A minimum of two years of demonstrable experience working with healthcare analytics; OR two years of demonstrable experience working in public health, economics, mathematics, statistics, actuarial science or any other applicable subject area.
  • Proficient in Microsoft Office Suite (Word, Excel, Access, Project, and SharePoint).
  • Excellent analytical skills.

 

Preferred Qualifications:

  • Knowledge and proficiency with SQL
  • Experience using Microsoft Power BI.
  • Knowledge and proficiency with Systems Applications and Products (SAP).
