JOB DESCRIPTION:

The Program Specialist IV serves as the parent services specialist for the Bureau, providing information, technical assistance, and support related to Florida’s special education programs for students with disabilities to school district personnel, special project liaisons, parents, families, and stakeholders in Florida.  

 

DUTIES & RESPONSIBILITIES:

  • Provides information, technical assistance, and support related to the individuals with the Disabilities Education Act to parents, families and stakeholders.
  • Collaborates with other state agencies and partners to plan and facilitate recognition and celebration of disability history and awareness activities.
  • Collects and disseminates essential information to aid in policy formulation and administrative decision-making.
  • Develops, produces, or revises technical assistance documents, and other reports, resource manuals, and correspondence to foster the development and implementation of quality educational programs and parent services.
  • Collaborates with local schools, districts, and discretionary project staff in planning, development, and evaluation of parent services for the improvement of services; and provides technical assistance to schools and district level staff, and instructional personnel regarding the needs of students with disabilities and their families.
  • Manages assigned discretionary projects.
  • Reviews, analyzes, and interprets student data regarding the implications for improving student outcomes.
  • Demonstrates a thorough understanding of the State Performance Plan (SPP) and participates as a team leader or team member in activities associated with specific SPP indicators.
  • Provides technical assistance to discretionary projects to plan and coordinate statewide educational conferences, meetings, institutes, training and workshops.
  • Coordinates Bureau activities with statewide parent organizations.
  • Assists in program reviews for compliance with state and federal regulations.
  • Coordinates the activities of various task forces in regard to issues and topics related to parent services; presents issues and areas of concern to the State Advisory Panel; and advises administrators in the Bureau of possible issues affecting the statewide system.
  • Collaborates and serves as a liaison to statewide organizations and agencies and national organizations and participates in intra-/interagency meetings as requested.

LEAVE INFORMATION: (CS)

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
    • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month.

 

BACKGROUND SCREENING REQUIREMENT

It is the policy of the Florida Department of Education that applicants for employment/volunteer undergo Level 2 background screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
