Position Summary
This position leads the Employee and Labor Section and HR Managers, providing consultation and oversight across employee and labor relations, performance management, and other employment-related programs. Oversee daily functions of the section to ensure alignment with Agency policies and procedures, and state and federal laws.
Responsibilities include consultative and technical assistance; developing and implementing policies; conducting research and analysis; maintaining records and information systems; developing and facilitating presentations; and other special projects as assigned.
Requires strong collaboration and customer service skills, with the ability to work independently, exercise sound judgment, handle confidential information, meet tight deadlines, and manage multiple priorities. Consistent attendance is essential.
The Work You Will Do
Perform independent and complex HR functions, duties include, but are not limited to, the following:
- Supervises professional-level managers at APD Operated Facilities and State Office employee and labor staff. Approval of timesheets; preparing performance evaluations; assigning work; providing consultative leadership on challenging assignments; and ensuring that final work products meet high-quality standards.
- Responsible for coordinating functions within employee and labor relations, grievances, internal and external complaints, Workers' Compensation, the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), the Family Supportive Work Program (FSWP), performance management, reemployment, payroll and benefits, and recruitment and selection.
- Serves as the Agency’s EEO/AA Officer.
- Manage HR policies or other applicable information within functional areas for accuracy and updates on recommendations. Ensure compliance with all state and federal discrimination and employment regulations.
- Leads and independently conducts research, develops appropriate documentation to present findings, recommendations, and/or analyses.
- Reviews, develops, and implements administrative and operational policies, procedures, standards, and guidelines for employee and labor relations and related areas; evaluates their impact on operations; identifies potential problems; and recommends appropriate action to the Director of Human Resources.
- Develops recommendations for improving human resource processes while enhancing productivity that include comprehensive, user-friendly, reliable outcomes to accomplish objectives and comply with Agency policies and procedures, regulations, and statutes.
- Creates and audits reports using the personnel information system.
- Prepares and delivers presentations and training to communicate/disseminate information. This would include designing handouts, manuals, training materials, etc.
- Perform travel on an as-needed basis, with the possibility of short notice before the required travel.
Qualifications
- A valid Driver’s License or other efficient means of transportation to travel for work purposes.
- Five years of professional work experience in a human resource-related field. A bachelor’s degree or a master’s degree can substitute on a year-for-year basis for the required experience.
- Experience working in and supervising professional-level human resource positions, preferably in an area focused on employee and labor relations.
- Experience interpreting and applying statutes, rules, policies, etc.
- Experience researching, writing, editing and/or coordinating the preparation of reports, correspondence, and presentations.
- Experience presenting to large audiences, including executive-level leadership.
- Experience analyzing data, identifying root causes of issues, and recommending short- and long-term solutions to key stakeholders and leadership.
- Progressive HR experience, including management or in a lead role, in one or more functional areas of Employee and/or Labor Relations, Recruitment, Payroll, Leave and Attendance, Classification and Pay, Employee Benefits.
Preference
- Experience with Human Resource Management within the State Personnel System is preferred.
NOTE
This position requires traveling within the State, including overnight travel.

- Knowledge of employee and labor relations, employee discipline, the Family and Medical Leave Act (FMLA), the Family Supportive Work Program (FSWP), the Americans with Disabilities Act (ADA), Workers' Compensation, performance management, payroll and benefits, recruitment and selection, reemployment, and Equal Employment Opportunity (EEO) regulations.
- Knowledge of and ability to access Florida statutes, administrative code, as well as how to apply them to State Personnel System programs.
- Knowledge of applicable federal and state laws regulating human resources and discriminatory practices.
- Knowledge of research tools, personal computers, data collection, and analysis methods.
- Ability to supervise and lead professional-level positions and achieve unit goals.
- Ability to work independently, with time management, in prioritizing, planning, organizing, and coordinating work assignments.
- Ability to organize information and prepare clear and concise summaries and briefing documents.
- Ability to use Microsoft Office software applications (Outlook, Word, Excel, PowerPoint, SharePoint, Visio) to perform duties and conduct routine research using the Internet and other computer-based analysis and trend forecasting tools.
- Ability to understand and quickly learn advanced business software tools, such as an electronic filing system, task management systems, and other software.

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
Background Screening Requirement
