This open competitive] advertisement is for a SES (Selected Exempt Service) position located in central office within the Office of Human Resources.

The purpose of this role is to ensure the Florida Department of Corrections can effectively, lawfully, and strategically hire, onboard, and support staff through comprehensive talent acquisition, compliance oversight, data management, and partnership with leadership.

This position is not a remote position and is required to report to the FDC office in the area it serves.

About the Role:

The Florida Department of Corrections is seeking a proactive and detail-oriented HR Recruitment Specialist to manage the full lifecycle of recruitment and selection. This role operates with a high degree of independence, serving as both a compliance expert and a public-facing brand ambassador. Key Responsibilities:

  • End-to-End Talent Acquisition: Independently manage a caseload of selection packages, review applications for eligibility, conduct background checks, and handle new hire orientations (including fingerprinting).
  • Systems & Data Management: Utilize specialized programs—including People First, SharePoint, FCIC/NCIC, and ATMS2—to process Personnel Action Requests (PARs), determine salaries, and compile recruitment data into visual charts and reports.
  • Compliance & Advocacy: Evaluate and apply DMS Personnel Rules, Florida Statutes, collective bargaining agreements, and Veterans’ Preference guidelines to ensure all hiring practices are fair and legally compliant.
  • Strategic Partnership: Advise hiring managers on interview modules, resolve recruitment challenges, and assist executive leadership with budget or union research.
  • Public Relations: Act as a public representative for the FDC, promoting career paths and growth opportunities within the available workforce.

REQUIREMENTS:

  • Must possess a high school diploma or its equivalent.
  • Must have at least two years of relevant human resources experience.
    • Preference may be given to candidates with experience in the State of Florida Personnel System. (Experience limited to performing general HR-related functions may not be considered as direct HR experience.) a bachelor’s degree from an accredited college or university may substitute for one year of the required two years of experience.;
  • Must have experience reviewing and processing information from multiple documents and various sources to prepare an official document.
  • Must have proven ability to calculate basic mathematical calculations, including percentages and salary calculations.
  • Must be willing and able to work in office Monday through Friday, 8:00 am to 5:00 pm.
  • A work sample will be required in order to move to the next step in the recruitment process.

BACKGROUND SCREENING REQUIREMENT

The Florida Department of Corrections requires all job applicants and volunteers to pass a Level 2 background check as per Chapter 435, Florida Statutes. This check must be completed before they can start working or volunteering.
