High School diploma or its equivalent is preferred.

 

Two (2) years of Human Resources experience within the State Personnel System is preferred.

 

Additional preference will be given to applicants with:

 

  • Knowledge of DMS Rules 60L-34 pertaining to Attendance and Leave.
  • Knowledge of LWOP and the impact of payroll.
  • Ability to Navigate through People First.
  • Experience with Sick Leave Pool and Sick Leave Transfer Plans.
  • Experience with Parental and Military Leave.
  • Experience with the use of Microsoft Office.

 

This position requires a security background check, including fingerprint as a condition of employment. 

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles of Attendance and Leave, and of People First Time and Payroll Management functions. 
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to the Attendance and Leave to include Parental and Military programs. 
  • Ability to organize data into logical format. 
  • Ability to utilize problem-solving and decision –making techniques. 
  • Ability to plan, organize and coordinate work assignments. 
  • Ability to work independently. 
  • Ability to recognize and satisfy customer needs. 
  • Ability to communicate effectively. 
  • Ability to prepare People First reports. 
  • Skill in operating personal computers, specifically Microsoft Office Word and Excel.

 

BRIEF DESCRIPTION OF DUTIES:

This position provides confidential assistance and aid to a managerial employee in areas of personnel administration, including but not limited to providing independent professional assistance and advice to Department managers, supervisors and employees regarding agency policies, state and federal rules relating to Career Service, Selected Exempt Service attendance and leave administration, the Federal Fair Labor Standards Act and the Workers Compensation Law and procedures as they relate to attendance and leave.  As such, it is exempt in accordance with Chapter 110.205(2)(2), based on its confidential status as defined in Chapter 447.203(5).

 

Conducts research and analysis regarding leave and attendance issues to provide customer service and consultative assistance.  Independently interprets rules, policies and procedures relating to attendance and leave.

 

Maintains attendance and leave records and accountability as they relate to Career Service, Senior Management and Selected Exempt Service positions.  Audits complex monthly individual attendance and leave reports for employees to comply with Career Service, Senior Management Service and Selected Exempt Service rules.

 

Reviews final leave balances of employees separating from State Government, entering DROP or transferring to another agency.  Calculate and process leave payouts and/or transfers including FLSA and 24-hour Annual Leave payments. 

 

Verify continuous and creditable service dates of transferred employees.

 

Reviews extra hours forms provided by Law Enforcement Investigators and ensures People First timesheets reflect the correct hours. 

 

Overtime – Audits and reviews overtime hours in People First.

 

Inputs leave data into leave segment of the People First System and maintains leave records and files.

 

Enters all CJIP payments received.

 

Process PARs for employee suspensions.

 

Processes Parental and Military Leave requests received to include completing timesheets and any applicable PARs.

 

Maintenance of Sick Leave Pool.  Processes new membership applications, reviews application for eligibility, reducing employee’s leave balance and sending confirmation of membership to employees.  Forwards withdrawal requests to Administrator for Sick Leave Pool Committee approval.  Sends employee confirmation of approval.  Maintain Sick pool records.

 

Administration of the Departments Sick Leave Transfer Plan.  Reviews requests to determine eligibility, sends announcement to employees for request for hours.  Processes transfer hours when received and notifies receiving employee of donations.  Maintains records of Transfer Plan for accountability.  Coordinate with outside entities as needed.

 

Serves as Performance and Talent Management Coordinator.  Provides assistance to managers regarding Performance Evaluation process.  Provides both Agency and Division reports from the Performance and Talent Management People First system as requested.

 

Performs other related duties as such special projects and other technical personnel work as required.
