DUTIES AND RESPONSIBILITIES:
Audit regional hiring packages that are submitted through the Human Resources Employment System (HRES) for completion and compliance. Move completed packaged documents from HRES to Axiom Pro (electronic filing system).
Review agency actions for compliance with human resource rules, regulations and statutes and presents findings which include recommendations for corrective action.
Responds to complex assignments from management and inquiries from customers within a 24-hour period. Resolve Recruitment & Selection questions and issues for managers, supervisors, and employees in a timely manner.
Run and analyzes Day 1 Onboarding Report & Contacts Regional Liaisons to ensure New Hires complete Day 1 Onboarding.
Manage the agency’s Veterans’ Preference Plan and the veteran’s eligibility review process. Completes Department of Management Services (DMS) annual Veterans Preference Report.
Responsible for entering dual and outside employment of state government into the People First System.
Provides assistance to agency employees, and others in the interpretation of the state personnel rules and agency policies and procedures regarding recruitment & selections issues.
Provides analysis based on intellectual research in numerous areas of HR and developing processes involving the consistent exercise of discretion and judgment. Provides output and or accomplishments for varied request on a continuous basis.
Works with liaisons regarding Veterans' Preference, Selective Service compliance, employment immigration status and conditions, and the interview, and selection processes
Ensures information entered in PF is accurate and perform system audits of information entered by managers, supervisors, and HR liaisons. Communicates with PF for corrections and or updates.
Serves as backup for HQ Recruitment Compliance auditor.
Process PARs in People First relating to Name Changes, Social Security Number Corrections and Date of Birth.
Coordinates Classification and Pay activities for Probation, Prevention and Residential Services. Ensures compliance with state and federal laws, state personnel rules, agency policies and procedures. The incumbent will assist in formulating and in the development of policies and procedures relating to Classification and Pay.
Completes classification actions for Probation, Prevention and Residential Services; ensures positions are properly classified, and classification packages are completed correctly, to include position descriptions, current and proposed organizational charts and approved memo of justification.
Ensures classification guide and forms related to classification and pay are updated as required. Reviews and maintains the classification section of the Human Resource website. Provide updates to the website coordinator as required.
Process Telework Agreement packets.
Responds to assignments from management and inquiries from customers within a 24-hour period. Resolve Classification and Pay questions and issues for Probation, Prevention and Residential Services managers, supervisors and employees in a timely manner.
Completes special projects and provides training. Develops and updates training materials as needed.
Perform other related duties as assigned.

Knowledge of the state government HR rules, regulations, policies and procedures relating to operational and management analysis activities.
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of management practices.
Ability to organize data into logical format for presentation in reports, documents and other written materials.
Ability to conduct fact-finding research, utilize problem-solving techniques and work independently.
Ability to plan, organize and coordinate work assignments.
Ability to communicate effectively, establish and maintain effective working relationships with others and the ability to administer multiple projects simultaneously.
Ability to coordinate a consultative program designed to ensure the resolution of managerial and operational problems.
Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
