The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters.  These range from floods and hurricanes to incidents involving hazardous materials or nuclear power.  FDEM is the liaison between federal, state, and local agencies; prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
We are seeking a Human Resource Consultant to serve in the Office of Human Resources. This position will be responsible for performing HR related duties on a professional level in support of carrying out responsibilities in the following areas: onboarding, recruitment, training, and performance management. 
 
Responsibilities of this position include:

  • Responsible for onboarding new employees.
  • Maintains an extensive knowledge of the People First Onboarding System and ensures all required documents are completed timely and accurately.
  • Initiates onboarding for new employees in the People First system.
  • Assists with New Employee Orientation.
  • Explains state group insurance programs to employees and provides consultative assistance when needed.
  • Assists with updates to position descriptions.
  • Assists with the review, modification, and input of advertisements (requisitions) in People First.
  • Assists managers with the interview process to include reviewing and editing interview questions as well as interview panel attendees to ensure both are in compliance with Equal Employment Opportunity law. 
  • Assists with the maintenance of recruitment and selection packets, collecting required background investigation documents and forms, and other required documentation for processing applications.
  • Assists in the yearly performance management process, to include, but not limited to, reviewing performance metrics to ensure they are SMART, running reports, and performing analyses to determine status of evaluations or expectations.
  • Assists in the development and communication of business proposals, presentations, training materials, or other deliverables. 
  • Works in partnership with other bureaus and work units within the Division to promote managerial and workforce excellence while fostering an understanding and observance of regulatory requirements, recruiting, developing and protecting the agency’s most valuable resource – its employees.
  • Recognizes and anticipates problems and risks with the ability to gather information, proactively make decisions, resolve problems, seek consensus, and escalate issues when appropriate.

 
Knowledge, Skills and Abilities:

  • Thorough knowledge of general human resources rules, policy, and guidelines.
  • Knowledge of State Personnel System rules and Florida statutes related to personnel administration.  
  • Knowledge of US Fair Labor Standards Act and applicable Equal Employment Opportunity law.

Minimum Qualifications:

  • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint, and Visio).

 

Preferred Qualifications:

  • Four years of experience working in the State of Florida Personnel System.
