Position Overview and Responsibilities:

The incumbent in this position is responsible for coordinating these agency human resources operational functions: onboarding and offboarding processing, employee records & files, worker’s compensation, and unemployment claims.

 

The incumbent in this position is required to work independently, collaboratively and must possess a good understanding of Human Resource rules, statutes, policies and guidelines.  Incumbents are responsible for fostering a human resource generalist approach through cross-training and other professional development activities to ensure excellent customer service.  Must initiate appropriate corrective measures and serve as a liaison for departmental employees with People First to resolve any concerns in an effective and timely manner.   

 

Assist human resources personnel and executive management in performing duties related to employer/ employee relations and/or other personnel issues, or budget preparation and administration and as such is exempt as confidential as defined in Section 447.203a. (5) Florida Statutes. Additionally, this position has access to confidential personal information and has been assigned an “A” role access to the computerized personnel system.

 

Responsible for processing all actions and paperwork involved on onboarding new employees, to include:
•    Creating contingent offer letters 
•    Verifying completed new hire paperwork including I-9 form, Exemption from Public Records Requests Form, FRS certification form. Verifying documentation for the I-9 form (driver’s license, social security card passport, etc.) 
•    Verifying and approving the PAR forms in People First 
•    Uploading personnel documents and ensuring all appropriate documents are included (resume/profile, reference checks, contingent offer letter, Personal Action Request form, etc.)
•    Creating badges for new employees after verifying the employee’s identification and background screening is completed
•    Scanning the I-9 documents for the electronic file, and destroying the paper copies

 

Responsible for processing offboarding employees, to include:
•    Ensuring appropriate documents are included in the personnel file (separation notice, separation checklist, PAR form, etc.)
•    Collect and verify accuracy of Employee Exit Checklist

 

Responsible for verifying the accuracy and approving all agency PARS including new hires, separations, merit increases, etc.
•    Verifying and approving the PAR forms in People First 

 

Administering the agency’s worker’s compensation processes and procedures, to include:
•    Serving as the agency’s subject matter expert in worker’s compensation claims
•    Acting as the liaison with the Department of Financial Services for all workers’ compensation actions
•    Resolving all questions and issues related to worker’s compensation claims

 

Verifying that all employees whose position is designated as requiring financial disclosure timely complete the initial and annual financial disclosure documents to avoid fines and penalties. 

 

Collecting dual employment forms, forwarding them to the appropriate offices for approval, and verifying the forms are completed correctly

 

Responsible for the upkeep of the electronic employee files including uploading of new documents, systematically organizing files per established standards. Serves as the Public Records Coordinator for the DMS Human Resources Office. Assists in the maintenance of all applicant records consistent with the appropriate laws and rules.  

 

Processing public record requests in coordination with the Office of General Counsel. Updates the electronic Public Records Request Log to document all records requests.

 

Verifying accuracy of Unemployment Compensation invoices.  Assists the Human Resources Officer by completing responses to Department of Economic Opportunity inquiries regarding unemployment claims.

 

Verbally verify employment dates, title and salary as requested.  Also completes written employment verifications, and requests for salary verifications.

 

Participates and completes special projects as requested by the Director of Human Resources or members of Executive Management. When instructed, they will participate on panels, committees or other group assignments and perform related personnel assignments to include presentations, training materials or other deliverables.  Documents work products and identify work metrics as required by the Director of Human Resources. 

 

Check out and track temporary badges, ensuring they are returned promptly and manage the sign-in/sign-out process.

 

Responsible for leading or assisting in the development, facilitation, and/or delivery of training and development programs in support of training initiatives and/or agency training initiatives. Provides back-up for presenters in New Employee Orientation. 

 

Participates in, and is receptive to on-going cross-training in all Human Resource functions. 

 

Embraces a generalist approach to Human Resources and teamwork by working together with co-workers to accomplish tasks without regard for functional specialty or subject matter expertise.

Knowledge, skills and abilities, including utilization of equipment, required for the position:   
•    Thorough knowledge of general human resources rules, policy and guidelines.
•    Knowledge of State Personnel System rules and Florida statutes related to Personnel administration.  
•    Knowledge of US Fair Labor Standards Act and applicable Equal Employment Opportunity law.

Minimum Qualifications:

•    Two to three years of progressive experience and responsibility in Human Resource Management
•    Strong ability to identify opportunities for improvement and formulate solutions
•    Ability to work well in both a team environment and independently
•    Experience in onboarding coordination
•    Excellent written and verbal communication skills
•    Training and presentation skills preferred
•    Strong skills in customer service, organization and using technology
