Your Specific Responsibilities:
This position is directly responsible for assisting assigned customers in the areas of Payroll, Attendance and Leave and Workers' Compensation. Under the general supervision of the Human Resource Process Manager, the incumbent in this position must have extensive technical knowledge of personal computers and software, and personnel administration to include familiarity with personnel rules, regulations, policies and procedures, payroll, leave and attendance processing, and records management. Additionally, this individual is responsible for assisting with the overall management of payroll, leave and attendance and workers' compensation. Performs human resources duties in accordance with Section 447.203, Florida Statutes.


Responsibilities in Payroll:
Completes all assigned payroll steps in FLHealthDesk-HR (FLHDHR). Inputs, approves, and acts upon all Personnel Action Request (PAR) forms for the region in People First (PF) for Career Service, Selected Exempt Service, Senior Management Service, and Other Personal Services employees. This includes review of appropriate payroll action, receipt of appropriate documents for the action, and ensuring that appropriate approval is obtained for the rate of pay and action, in accordance with rule and policy.


Prepares required forms for beneficiary payments, retroactive payments, and flexible benefits payments.


Calculates and processes on-demand payments and warrant and EFT cancellations through the on- line system using FLAIR (or other financial system).


Coordinate People First corrections or updates as needed with service center and follow up.


Calculate and prepare appropriate correspondence notifications for employees overpaid. Follow up to ensure timely receipt of reimbursements and deposits. Processes the deposit of overpayment reimbursement. Submits uncollected debt to the Department of Financial Services for collections.


Request reimbursement for vendor refund payments for all cancelled warrants containing post-tax payroll deductions.


Responsible for calculating and submitting to the Division of Retirement final salary certification for the past four months on an individual who is retiring.


Prepares all required documentation for monetary settlement agreements.


Provides training as assigned to various levels of staff on comprehensive human resource issues. These duties may require travel. Assists with developing and revising training material on as needed basis.


Completes special assignments and projects as assigned, including running reports as necessary or requested.


Performs other duties as required.


Responsibilities for Workers' Compensation:
Assist with activities in regard to workers’ compensation (WC) claims for DOH employees within prescribed time frame. Consult with management and the injured employee on work status, compliance with functional limitations, alternate duty, and notification of temporary adjustment of duties. Assist supervisor and/or employee with completing time sheet and ensuring appropriate salary after review and analysis of Risk Management payment history.


Responsibilities for Leave and Attendance:
Has back-up responsibility in the Leave and Attendance section including completing tasks within FLHDHR, reviewing pertinent documentation, communicating with employees and managers on timesheet issues, and providing applicable technical assistance.
Audits and verifies leave balances for employees who require a leave audit or a verification of leave balances. Makes leave adjustments in PF as appropriate.


Inputs leave payments into PF.


Verifies leave and attendance corrections and notifies office in a timely fashion upon completion or correction.


Verifies prior state service for determining leave accrual rates.


Provides technical assistance as needed to personnel staff on leave and attendance.


Required Knowledge, Skills, and Abilities:
Knowledge of Florida Statutes, HR rules, policies and procedures and union contracts. Ability to communicate verbally and in writing. Ability to establish working relationships with providers, customers, and co-workers.


Knowledge of computer systems including but not limited to: Microsoft Outlook, Excel, Word, PowerPoint, People First, FLAIR and Impromptu.


Qualifications:
Minimum - Experience in processing Payroll, Leave and Attendance via People First. Experience with reading and interpreting state and federal laws and administrative rules. Experience servicing a large number of employees in an HR role.


Preferred - 1-3 years of experience processing Payroll, Leave and Attendance via People First. Experience generating HR reports. Experience working in the FLAIR pyrl system. Experience in presenting HR-related topics to large groups.
