WORKING TITLE: HUMAN RESOURCE SPECIALIST

This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, FL in the Human Resource department.

The mission of an HR Specialist in the Human Resource Department of the Florida Department of Corrections (FDC) is to provide expert support and guidance in various human resource functions. This includes recruitment, employee relations, benefits administration, training and development, and compliance with employment laws and regulations.

This position is not a telework position and is required to report to the FDC office in the area it serves.

 

JOB DUTIES:

  • Executive Support: Assist executive management with research and preparation of collective bargaining information and budget matters.
  • Recruitment and Selection: Independently manage all aspects of recruitment and selection, including evaluating and interpreting personnel rules and collective bargaining agreements, and promoting the Florida Department of Corrections as an employer with promotional opportunities.
  • Innovative Recruitment Methods: Develop and explore new methods to meet recruitment needs for institutions and community corrections offices, conduct research on vacant positions, and advertise vacancies in the People First System.
  • Application and Background Review: Review applications to determine candidate eligibility, conduct background investigations, and ensure compliance with hiring guidelines, including Veterans’ Preference.
  • Employee Onboarding and Data Management: Conduct new employee orientations, prepare Personnel Action Requests (PARs), utilize various computer programs for data management, and maintain recruitment packages for easy retention and recovery

REQUIREMENTS:

Please note, when submitting a college/university degree, if selected for this position official transcripts will be required.

  • Must possess a high school diploma or its equivalent.
  • Must have at least two years of experience in human resources, particularly in recruitment and selection; all of which must be from state government.
    • Postsecondary education may substitute for up to two years of the required experience.
  • Must have one year of experience with the People First System or similar HR management systems.

Support of knowledge, skills, and abilities should be demonstrated on the application, in the education, in the work experience, in the work sample, in the interview and/or during reference checks.

BACKGROUND SCREENING REQUIREMENT
