Job Description

 

This position serves as the Lead Payroll Analyst and is responsible for auditing, analyzing, and managing human resource processes, as well as providing human resources support to the Supreme Court and the Office of the State Courts Administrator (OSCA) units and human resource offices across the State Courts System. This position serves as the receiving authority for payroll and benefit actions, managing payroll and benefits programs and processes, ensuring policy and rules compliance, and performing related administrative functions to include reviewing, preparing, and submitting human resource reports. This position assists in developing and providing training in the areas of payroll, attendance and leave, and other related work areas.

 

Examples of work performed: 

  • Processes biweekly, supplemental, and monthly payrolls; reviews or audits timesheets and prepares adjustments as required including on-demands, warrant cancellations, and salary overpayments.
  • Audits and analyzes personnel action requests (PARs) and enters them into the People First system.
  • Provides guidance to human resources representatives' inquiries based on State Courts System guidelines.
  • Coordinates and manages on-call, shift differential, and CJIP payments for Supreme Court and OSCA employees.
  • Processes Ad Hoc Report Requests and completes monthly report requests using the People First BOBJ Reporting Tool and the People First pre-built reports.
  • Monitors leave without pay, reconcile leave and processes leave payouts.
  • Serves as back-up to the Human Resources Manager and handles payroll inquiries, report requests, and other duties as required in the absence of the Human Resources Manager.
  • Serves as lead in training other staff members in respective areas of responsibility and routinely answers questions of other staff members.
  • Manages the Florida Department of Commerce Reconnect System account ensuring unemployment claims are processed timely.
  • Serves as the liaison between human resource representatives and the Bureau of State Payrolls, People First, Department of Economic Opportunity and other state agencies for the purpose of quality control and troubleshooting.
  • Assists in the State Courts System transition to Florida PALM
  • Completes specific projects as required by immediate supervisor or other OSCA managers. 

 

Education and Training Guidelines

Education
Bachelor’s degree in human resources or personnel administration, public or business administration, labor or industrial relations, management, employment law, or a closely related field is preferred.

 

Experience

Three years of related experience in human resources, administrative support, customer service, or accounting.

Additional relevant experience may substitute for the recommended educational level on a year-for-year basis.
