General Summary
This is work functioning as a technical expert to the Ways & Means Committee, legislators, and the public on the subject matter under the jurisdiction of the committee. Under close supervision of a staff director and committee members, the individual in this position researches and prepares staff analyses, reports, and substantive legislation; responds to inquiries; and handles data analysis tasks related to the legislative and estimating conference processes.
Financial Disclosure: Pursuant to sections 112.3144 and 112.3145, Florida Statutes, this position is required to electronically file a Form 1 – Statement of Financial Interests with the Florida Commission on Ethics within 30 days of hire.
Examples of Work Performed
- Analyzes and objectively summarizes proposed legislation to determine its effectiveness and the impact of its passage on the state and other entities and individuals.
- Researches and drafts legislation and amendments to legislation at the direction of the committee chair, committee members, and other legislators.
- Provides quantitative estimates of the effects of actual or proposed legislation and policy changes on state and local revenues and state government operations as requested, and tracks the official estimates adopted by the Revenue Estimating Conference.
- Organizes data into charts, tables, slides, and other graphic formats for inclusion in reports, documents, presentations, and other projects, as requested.
- Monitors the implementation of legislation in the Executive and Judicial Branches to ascertain that legislative intent is met.
- Briefs legislators verbally or in writing on issues to be discussed in committee, on the floor, or with constituents.
- Conceives, plans, and conducts research projects.
- Prepares oral and written reports on research and committee work such as end of session committee reports, interim projects, and oversight reports which include recommendations for legislative action.
- Provides information and problem-solving assistance to legislators, their constituents, and the public.
- Prepares letters, summaries, talk-sheets or speeches, reports, and informational memoranda on committee issues at the request of the committee chair, other legislators or staff director.
- Performs other related duties as required.
Knowledge, Skills, and Abilities
- Ability to use Excel to collect, analyze and interpret data.
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
- Ability to prepare charts, tables, slides, and other graphic presentations of data.
- Knowledge of basic economic theory.
- Knowledge of forecasting and projection techniques.
- Knowledge of computer software used in database management, quantitative analysis, and economic and demographic analysis.
- Skill in reading comprehension, analysis, and organization.
- Ability to communicate effectively and concisely, both orally and in writing.
- Ability to take initiative on independent research projects.
- Ability to produce quality work under pressure.
- Ability to deal tactfully and courteously with the demands of members, their staff, the public, press, and lobbyists.
- Ability to work cooperatively as a team member and to contribute to the efficient internal functioning of the committee staff.
- Ability to exercise discretion and confidentiality.
- Knowledge of committee subject area.
- Knowledge of applicable computer, spreadsheet, databases, and word processing programs.
- Knowledge of Florida state government, legislative rules, and procedures.
Minimum Qualifications
A bachelor's degree from an accredited college or university and three years of professional experience in research, analysis, economics, finance, or a related field.
A master's degree from an accredited college or university can substitute for one year of the required experience.
A doctorate from an accredited college or university can substitute for two years of the required experience.
Professional experience as described above may substitute on a year-for-year basis for the required college education.
