Position Overview:

The Division of Administrative Hearings seeks a Chief of Human Resources to oversee and coordinate all personnel programs and activities. This position serves as the central resource for HR operations, ensuring compliance with state laws, rules, and policies while supporting a professional, efficient, and accountable workplace. This role is suited for a candidate who is detail-oriented, adaptable, and capable of taking ownership of critical HR functions while maintaining accuracy and consistency.

 

Duties and Responsibilities:

  • Direct and coordinate all personnel programs, including recruitment, classification, compensation, leave administration, and employee relations.
  • Formulate, evaluate, and recommend updates to HR policies and procedures.
  • Advise supervisors and employees on employment matters, including performance management, discipline, grievances, and benefits.
  • Process and oversee personnel transactions, including hiring, promotions, salary changes, and separations.
  • Monitor and maintain HR records in the People First system.
  • Administer payroll-related actions, deductions, and leave programs, including the Sick Leave Transfer Plan.
  • Review and recommend position classifications and assist with position description updates.
  • Conduct workforce analyses related to turnover, recruitment, training needs, and salary allocations.
  • Coordinate benefits programs, including insurance, retirement, and workers’ compensation.
  • Serve as Safety Coordinator and liaison with the Florida Department of Financial Services Division of Risk Management.
  • Ensure compliance with requirements from the Florida Department of Management Services and facilitate agency-wide training.
  • Prepare onboarding materials and coordinate new employee orientation.
  • Handle routine HR matters and elevate complex issues to executive leadership.

 

Knowledge, Skills, & Abilities:

  • Knowledge of human resources principles, practices, and applicable laws and policies.
  • Knowledge of State of Florida HR systems and processes, including People First.
  • Ability to interpret and apply policies, procedures, and regulatory requirements.
  • Ability to analyze information, identify issues, and implement effective solutions.
  • Ability to maintain accurate records and ensure compliance with applicable requirements.
  • Ability to communicate clearly and effectively with employees at all levels.
  • Ability to plan, coordinate, and prioritize multiple assignments.
  • Ability to manage sensitive and confidential matters with discretion.
  • Ability to work independently and exercise sound judgment.

 

Required Qualifications:

  • Bachelor’s degree from an accredited college or university, or equivalent professional experience.
  • Demonstrated experience managing or supporting compliance-driven programs or operations.
  • Experience interpreting and applying policies, rules, or regulatory requirements.
  • Proficiency in Microsoft Office Suite, including Word, Outlook, and Excel.

 

Preferred Qualifications:

  • Professional HR experience within state government.
  • Experience with State of Florida HR information systems, including People First.
  • Experience interpreting and applying State of Florida HR rules and policies.
  • Experience coordinating State of Florida benefits, retirement, and workers’ compensation programs.

 

Additional Information:

This position requires occasional travel. The selected candidate will play a key role in supporting agency operations and ensuring compliance with statewide HR requirements.

 

Successful completion of Level 2 background screening is required for all positions with the Division of Administrative Hearings.
