The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the Hurricane Program Manager within the Bureau of Response's Planning Section and will be responsible for coordinating hurricane evacuation studies and regional planning efforts in accordance with Florida Statute §252.365, supporting the development and maintenance of FDEM planning products, and serves as the primary liaison to Regional Planning Councils on evacuation planning matters. Duties include, but are not limited to:
- Coordinate the development of Regional Evacuation Studies in compliance with Florida Statute §252.365, ensuring studies are completed and updated on a schedule consistent with statutory requirements.
- Serve as FDEM’s primary point of contact with Regional Planning Councils (RPC) on hurricane evacuation planning matters, consistent with the RPC coordination requirements of Florida Statute §252.3655.
- Participate in regional evacuation planning working groups, technical committees, and interagency meetings convened by RPCs, FDEM, and FDOT.
- Coordinate with technical consultants and agency GIS staff to maintain accurate evacuation zone maps, surge inundation layers, and shelter location data.
- Track Regional Evacuation Study deliverable schedules and prepare technical data reports and public summaries.
- Support multi-county and regional coordination efforts related to evacuation routing, clearance times, and shelter capacity.
- Support the development and maintenance of shelter needs assessments and special needs population data in coordination with health and human services partners.
- Develop and deliver hurricane preparedness and evacuation planning training for FDEM staff, local government partners, and community stakeholders as requested.
- Coordinate with local, state, and federal partners to remain current on any and all changes to programs, regulations, and guidance to operational procedures during non-disaster and disaster.
- Support the Planning Section during an activation of the State Emergency Operations Center (SEOC).
- Perform other duties as assigned.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.
Knowledge, Skills, and Abilities:
- Knowledge of state, local, and federal responsibilities during disasters and the roles of the SEOC.
- Knowledge of regional planning processes in Florida and the role of Regional Planning Councils in emergency management.
- Strong written and verbal communication skills with the ability to present complex information clearly to diverse audiences.
- Skill in using GIS applications to interpret evacuation zone maps, surge inundation data, and transportation networks.
- Ability to plan, organize, and coordinate multi-work assignments with competing deadlines.
- Demonstrated ability to implement emergency management procedures and operational protocols.
- Ability to establish and maintain effective working relationships with federal, state, regional, and local partners.
- Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
- Proficiency in using documentation tools and software (e.g., Microsoft Office Suite, Adobe Suite, etc.).
- Ability to facilitate and participate in conferences, workshops, and professional meetings on continuity planning and related emergency management topics.
Minimum Qualifications:
- A minimum of four years’ experience in Emergency Management, Public Administration, Urban/Regional Planning, Geography, or a related field? A post-secondary degree from an accredited institution in any of the before mentioned fields may substitute for the required experience on a year-for-year basis.
- Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate FDEM enterprise business systems.
- Valid driver’s license.
