DESCRIPTION

This is an administrative and consultative position that manages an assigned case load within the Office of the Interstate Compact on the Placement of Children (ICPC). Under the general direction of the Compact Administrator of the Florida Interstate Compact of the Placement of Children (ICPC), this highly responsible professional position works independently on complex administrative and operational case processing systems, and on professional child welfare casework, review and decision making relating to all interstate adoptions, and all other child placement and post-placement supervision activities, both coming into Florida from other states, and going out of Florida to other states, pursuant to Section 63.207(3) and 409.401., F.S. This position is involved daily in high level consultative work with department staff, contract providers, community based licensed agencies, judges, attorneys, family members, and professional staff from other states and jurisdictions concerning compliance issues with interstate direct service cases, and interstate cooperation in the provision of child welfare services.

 

REQUIREMENTS

Essential Job Functions

  • Interprets ICPC articles, regulations, and department policy and procedures to field staff, judges, department and private attorneys, licensed child caring and child placing agencies, private citizens, parents, and child advocates. Confirms policy in writing when necessary.
  • Processes Regulation 1, 2, 4, and 7 incoming and outgoing requests ensuring that all such assigned requests are processed within two business days of receipt in the office, that all necessary documents are received, and resolves issues relating to same, including financial/medical plans, background screening, reviewing home studies, and tracking placement.
  • Has working knowledge of Florida Safe Families Network (FSFN), and NEICE (National Electronic Interstate Compact Enterprise) to confirm existing case information when necessary. Monitors FSFN and ICS to ensure location and other case information is current and accurate.
  • Coordinates with CBC lead agencies and other states on disrupted placements requiring the return of the child to Florida, or a return to the child's sending state.
  • Intercedes with professionals from other states, judges, attorneys, and administrative staff in public and private agencies in regard to services, support, and jurisdictional issues involving the interstate movement of children and families.  Negotiates with other states and with CBC lead agencies in regard to acceptable settlements regarding the illegal placement of dependent children.  When negotiations are not successful, provides support, guidance and technical assistance to attorneys for the department in regard to previous legal actions in interstate matters.
  • Participates in training of staff by providing technical assistance, telephone guidance, written examples, and written policy memos in regard to interstate placement issues (and in regard to placement and service issues within the state of Florida when children from other states are involved.)
  • Responds to tracker and other assignments from the Compact Administrator or Deputy Compact Administrator as assigned.
