The operations bureau of the Division of Medical Quality Assurance is seeking a Systems Support manager to oversee the Help Desk as well as teams responsible for the division's websites and virtual agent for voice and web. Thus, the successful manager has a strong drive to understand the needs of the customers, both internal and external, and approaches resolution of daily issues and tasks with a longer-term effort to improve processes and work quality. Successful candidates demonstrate experience with planning strategically for future needs, implementing process improvement, assessing the distribution of workload and recruiting for workforce needs. Must be able to communicate effectively with executive leadership to move forward strategic, technology-based initiatives.

Your Specific Responsibilities:

The manager in this position serves to support the bureau chief in system-support issues, asset management and coordination with the department's IT office. The successful manager keeps initiatives on track and identifies where training and alignment is needed for future needs. The division is undergoing a major system transformation project, which affects all bureaus and teams for the three to five years of project engagement and business process transition. This position will assist in the development and preparation of legislative and budget issues. This candidate should be a competent communicator and understand the intersection between technology and content, as the position oversees teams that do technical and content management of websites, email and an AI virtual agent. The incumbent also assists with mentoring mid-level management, quality assurance, and rapid process improvement initiatives throughout the bureau.

As a systems support manager, the incumbent makes recommendations to the Bureau Chief to improve management capabilities and practices through research, analysis and techniques to formulate solutions and strategies. The successful manager is able to make recommendations at a division leadership level to improve management capabilities. The manager ensures teams have the knowledge and skills to gather and write requirements, perform configuration and coding tasks, and test application changes before and after deployment; develops and upholds proper quality assurance; and supports and reinforces training and skill development to provide high-quality operational support.

 

Required Knowledge, Skills, and Abilities:

  • Knowledge of computer programming and system analysis and design principles and practices.
  • Ability to effectively communicate both verbally and in writing.
  • Ability to establish and maintain effective working relationships with the section and bureau and with stakeholders in other bureaus or offices.
  • Ability to supervise and manage employees.
  • Ability to conduct short and long-range project planning studies.
  • Ability to conduct fact-finding research.
  • Ability to write technical reports.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to management analysis activities.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to solve problems and make decisions.
  • Ability to work independently.

Minimum Qualifications:

  • Employees in this position are expected to work in a professional office environment characterized by standard lighting, temperature, and moderate noise levels. The role requires the ability to manage periodic interruptions, perform duties within a confined workspace, and remain seated at a computer workstation for extended periods.
  • Must be willing to physically come into the office to perform job duties.

 

Preferred Qualifications:

  • Experience in project management, operational planning and oversight, technology procurement, website management preferred. Similar work experience and transferable skills considered.
