GENERAL POSITION DESCRIPTION:

GENERAL DESCRIPTION:

The Manager of Software & Data Services (SDS) is a high-level position with the responsibility and authority to plan, organize, and manage the daily operations of the Division of Software and Data Services (SSDS) in support of the Florida Lottery’s overall mission and goals. This position manages the assessment, design specifications, development, unit testing and implementation of comprehensive multi-tier management information systems to provide strategic automated solutions to fulfill the Florida Lottery’s business needs.The working title for this position will be Software Applications Manager.

 

ESSENTIAL DUTIES:

  • Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
  • Comply with the IT Project Management (ITPM) Standards, Systems Development Lifecycle (SDLC) Standards and other best practice Methodologies adopted by the Agency.
  • Oversight of the day-to-day functions of the Software development area.
  • Plans, coordinates, organizes, and manages the activities of software development projects to ensure proper distribution of staff and technical resources to optimally meet agency objectives.
  • Develops plans, feasibility studies, status reports, and related documentation for the creation and implementation of new or enhanced software systems.
  • Provides technical direction to SDS to maximize integrity, security, interoperability, and effectiveness of all agency software applications.
  • Assists in establishing general systems priorities and determines the allocation of available resources.
  • Formulates and enforces policies and procedures to ensure effective operation of SDS.
  • Selects, trains, supervises, motivates, and evaluates SDS staff. Recommends personnel actions and assists in the administration of personnel and related policies and procedures.
  • Provides technical information, analyses, and recommendations to divisional and departmental management.
  • Analyzes departmental software requirements and assists with the development of Requests for Proposal for appropriate IT services; evaluates and makes recommendations on bids.
  • Assists in the establishment of information processing standards for the Florida Lottery.
  • Assists in the preparation of budget requests.
  • Maintains an awareness of the latest technology, trends, and developments in the data processing industry as they relate to the Florida Lottery’s goals and objectives.
  • Provide necessary assistance to the Computer Systems Operations Manager, the Orlando Data Center Shift Supervisor and the COOP Coordinator in the development, implementation, and testing of the Lottery's Information Technology Disaster Recovery Plan (ITDRP) and Continuity of Operations Plan (COOP).
  • Assists in the development of short-term tactical plans for information systems and services needed to meet division goals and objectives.
  • Other duties as required or assigned.
