This position is located in the Application Development and Project Management section which provides business automation, application development, and Project management solutions for a wide range of DMS business needs. The position calls for strong team involvement and an ability to collaborate and work effectively with other analysts, content managers, developers, customers, and management.


  • Establish system priorities and allocation of available resources for the section.
  • Conduct major systems studies to determine requirements for implementation of a comprehensive management information system.
  • Coordinate implementation of changes recommended by project teams and the development of corollary training or support for systems implementation.
  • Schedule assigned data center personnel and equipment to ensure proper implementation and operation of the system.
  • Coordinate activities in the planning, scheduling, and implementation of a comprehensive management information system.
  • Coordinate administrative and technical work of project teams in systems planning studies, information needs assessments and systems analysis, reviewing approaches and methods to assess effectiveness in meeting management objectives.
  • Serves as consultant to higher level supervisory and/or administrative personnel in the planning of major systems.
  • Consult with user agencies to gather information and determine requirements for implementation of comprehensive management information systems.


Knowledge, Skills, and Abilities:

  • Knowledge of computer programming and systems analysis and design principles and practices.
  • Knowledge of mathematics.
  • Ability to process information logically.
  • Strong analytical skills and experience to critique and document specific business automation requests and needs, make recommendations for technical solutions, and participate in leading appropriate automation solutions.
  • Ability to conduct short range and long range project planning studies.
  • Ability to write and maintain accurate and complete technical documentation.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of business operations.
  • Proficiency in the full Microsoft Office Suite.

Minimum Qualifications:

  • Four years of experience managing information technology projects, or a bachelor's degree from a college or university in computer systems analysis or project management. Preference will be given to candidates with current certification in Project management.
  • Experience drafting professional communications.
  • Experience using the following Microsoft tools (preferred): Microsoft, Project,, and Visio.
  • Experience with, or experience managing the following Microsoft tools (preferred): Source Control/Git, VS Code/Visual Studio, PowerShell, Office 365, PowerApps/Flows/RPA, Power BI, and SharePoint.
