SPECIAL NOTES:
Four (4) years of experience in Human Resources or Human Resources Management is required. A bachelor’s degree in human resources, Human Resources Management, or related field OR an associate’s degree in Human Resources, Human Resources Management, or related field and two (2) years of the required experience may be used as an alternative for the years of required experience.
Additional requirements:
- Experience recruiting talent in the Information Technology sector with strong knowledge of technical roles, industry trends, and recruitment best practices.
- Experience applying rules, regulations, policies, and procedures relating to specific areas of personnel administration such as recruitment and selection, onboarding of new hires, classification, and employee relations.
- Demonstrated ability to manage multiple roles simultaneously with attention to detail.
- Proficient in the English language.
This position may be required to occasionally perform duties other than those listed on the position description.
The salary range for this position is $50,000.00 – $65,000.00 annually.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
This position requires a security background check, including fingerprint as a condition of employment.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of and skill in recruitment, specifically in the IT sector.
- Knowledge of technical roles, industry trends, and recruiting best practices.
- Knowledge of and skill in managing outside third-party recruitment platforms and tools.
- Knowledge of principles and practices of personnel administration.
- Ability to apply rules, regulations, policies, and procedures relating to personnel administration.
- Knowledge of US employment laws and best practices.
- Knowledge of and skill in utilizing automated personnel systems.
- Ability to plan, organize and coordinate work activities.
- Ability to set priorities and work independently.
- Ability to utilize problem-solving techniques.
- Ability to work well in a team environment and to establish and maintain effective working relationships with others.
- Ability to communicate effectively both verbally and in writing.

BRIEF DESCRIPTION OF DUTIES:
This position will play a crucial part in building and maintaining our exceptional technical teams. You will provide personnel administration support to the Office of Information Technology, as well serve as a liaison to the Department’s Human Resources Department.
In this role you will be responsible for the full recruitment cycle such as, creating the job advertisements, managing job boards, sourcing candidates, interviewing, and completing candidate assessments, creating hiring packets and fulfilling the divisions required onboarding activities for each new hire.
You will support management staff in the areas of personnel administration (e.g. recruitment and selection, classification, performance appraisals, pay and benefits and employe relations).
You will also be responsible for developing and updating various reports. (i.e.- Organizational Charts, Vacancy Reports, and Measurement tools.)
