Position Summary

This is a professional position located in the Quality and Accountability Division within the Agency for Persons with Disabilities. The Innovation Incubator is responsible for leading the efforts to challenge the status quo. This position would endeavor to understand the needs of the Agency through coordination efforts, integration of programs, and tracking of project requests through the Agency Governance structure. Responsible for identifying strategies, business opportunities, and developing areas of opportunity to better serve clients and enhance program effectiveness. Within this role, the Innovation Incubator will actively identify key areas for innovative transformation, assists program areas with developing plans according to varying timelines, and manage these processes by aligning innovation goals with the Agency’s mission. The Innovation Incubator will play an integral role in the Agency's Governance process. The duties include but are not limited to:

 

The Work You Will Do 

  • Working with program areas to support and direct initiatives across the Agency that directly advance the Agency's mission through research and project management by leading, organizing, coordinating, and tracking projects via the Agency's Governance process.
  • Meeting with stakeholders at various levels of the Agency to identify areas for innovation and growth, by coordinating Governance meetings, tracking and reporting on projects approved and having an agency-wide view of all initiatives to help reduce duplication of efforts or siloed approaches.
  • Monitors project achievements, facilitates movement of tasks and projects, and reports progress to leadership by incorporating a project management framework to support multiple project teams and deliverables.
  • Identifies strategic business opportunities and interventions that will drive innovation and exercises a disciplined thought process to evaluate the problem statement and possible solutions resulting in a work product which is a qualified concept with a formal recommendation to program partners.
  • Developing metrics to report on the outcomes of projects through a visible dashboard for senior leadership.
  • Evaluate change management strategies to determine change readiness, barrier points, and effectiveness of organizational change.
  • Performs other related duties as assigned.

 

Minimum Qualifications

  • A bachelor’s degree preferred and four years of professional experience in project management, change management, program planning, or program research.
  • Experience developing and leading teams.
  • Experience developing performance guidelines and reporting of performance to leadership.

Knowledge, Skills, And Abilities

 

Knowledge of:

  • Various project management & lean principles with the ability to oversee projects.

Ability to:

  • Lead multifunctional teams, develop project plans, assign work, monitor progress, and deliver briefings with written reports to management on project milestones.
  • Partner with teams and leaders to communicate ideas, formulate recommendations and to execute projects and change management.
  • Use Microsoft Office, statistical analysis, and process modeling software.
  • Recommend process improvement strategies and actions to mitigate risks, to improve quality, reduce costs and establish appropriate sustained process controls.
  • Implement measures to evaluate effectiveness of automations and new strategic efforts; Maintain current knowledge of market trends and advise management of effectively using emerging technology to achieve business objectives.

Direct Deposit Program

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

Background Screening Requirement

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
