POSITION SUMMARY:

This position is in the Cyber Crime Technology & Telecommunications division. This is a full-time position that works with closely regional Cyber/Electronic Surveillance Support Team (ESST) members to oversee the management of FDLE’s technical resources. This position routinely provides guidance to the Cyber/ESST members as well as research emerging state-of-the-art equipment. This position also oversees the management of FDLE’s counter unmanned aircraft system program. This program provides support to all FDLE as well as to various state, local, and federal partner agencies.

SPECIAL NOTE:

• This position is open statewide.

DUTIES & RESPONSIBILITIES:

Specific duties include:

• Overseeing, coordinating and supporting the Cyber Crime Technology and Telecommunications Division by developing and maintaining policies and procedures relevant to the needs of statewide and regional technical sections;
• Proactively researching new and emerging technologies that are critical to maintaining and utilizing state-of-the-art equipment and technologies;
• Coordinating and facilitating Statewide training and equipment for the Cyber Crime Technology and Telecommunications Division and assigned ESST members;
• Displaying knowledge, skills and ability to perform job, such as: providing guidance to the Cyber Crime Technology and Telecommunications Division on, procedure, conducting interviews, executing search warrants, Florida Cyber-crime statues, making arrests;
• Participating in the discussion, development, revision, implementation, and follow-up of Program initiatives through meetings, conferences, and other forums with regional technical agents, managers, and Command Staff;
• Managing grants, purchasing and other financial functions related to Statewide and regional technical sections.  Developing, managing and allocating operational budget for investigative technology issues;
• Budgetary planning and implementation related to Cyber Crime Technology and Telecommunications;
• Working closely with grant management and BSP;
• Providing investigative support to Special Agents and to other law enforcement; and
• Providing complete and accurate data/information collection, evaluation and dissemination.

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

MINIMUM QUALIFICATIONS:

1. Five years of sworn law enforcement or sworn investigative experience, one of which must have been in the capacity of a Special Agent with the Florida Department of Law Enforcement.
2. College education from an accredited institution can substitute at the rate of 30 semester or 45 quarter hours per year for a maximum of three years of the required experience.

NOTE: Experience as a Special Agent Trainee or a Probationary Special Agent does not count toward the one year of Special Agent experience.

KNOWLEDGE, SKILLS & ABILITIES:

• Must have prior experience managing full-time law enforcement technical/cyber services;
• Must be knowledgeable in the maintenance and lawful deployment of technical surveillance equipment;
• Must have experience in presentation and instruction;
• Must have experience in leadership and management of technical/cyber section;
• Must have knowledge in covert audio/video equipment to include surveillance platforms, IP Cameras, basic network skills, covert audio/video devices, GPS tracking devices, and wireless and MESH networking devices;
• Must have experience in setting up covert undercover networks, network architecture, wireless protocols and Network storage devices;
• Must have knowledge and training in unmanned aerial detection systems; and
• Must have competed or be willing to complete resident cUAS mitigation training provided by the FBI’s National Counter-UAS Training Center.

BASE SALARY:

• $67,028.52

NOTES:

Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
