DUTIES AND RESPONSIBILITIES:
This is a professional position in the Office of Inspector General responsible for administration and assisting with and conducting audits, investigations, management reviews, and consulting services for the Department of Elder Affairs.
Intakes and documents complaints about department employee misconduct or any attempt by department employees, contractors, or sub-contractors to gain benefits to which they are not entitled. Performs analytical tasks required to assist investigators to detect, deter, and investigate misconduct, contract fraud and other complaints with properly documented results. Completes reports, case updates and closures in accordance with the Office policies and procedures and at the direction of management. Prepares thorough, complete, and accurate documentation of work performed.
Performs independent and objective quality assurance and consulting activities, audits, special projects, and reviews of Department operations, designed to add value and improve department operations. Helps the department accomplish its objectives through a systematic, disciplined audit approach, and evaluates and improves the effectiveness of its risk management, system of internal controls, and governance processes. Prepares, researches, and designs evaluations of programs, systems, controls, policies, procedures, and other functions using audit and analytical techniques. Analyzes supporting evidence, draws logical conclusions, and develops appropriate findings and recommendations. Prepares thorough, complete, and accurate documentation of work performed. Monitors the implementation of the agency's response to any internal or external audit findings and recommendations. Conducts both six (6) and eighteen (18) month follow-up reviews (in accordance with Florida Statute and Office of Inspector General policies and procedures) of all internal and external audit engagements, and reports on the status of corrective actions taken.
Performs administrative duties for the OIG, including fiscal, personnel, purchasing, and property control. Represents the office in telephone and in-person contact with agency staff, stakeholders, and the public. Processes office correspondence, including the maintenance of correspondence tracking systems. Develops reports/correspondence in accordance with established standards. Reviews all written products for style consistency, grammatical correctness, spelling, and readability. Files and tracks reports and other documents as directed. Serves as the designated OIG Property Custodian and Public Records Custodian. Copies documents, redacts protected/confidential information, and submits a report of billable hours and reproduction quantities associated with such requests. Assists Investigations Accreditation Manager as assigned.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
- Preference will be given for a bachelor's degree from an accredited college or university and professional experience in accounting, investigations, auditing (including Information Systems Technology audits), analyzing data, or contracts and grants.
- Further preference will be given to an applicant with a professional certification as a Certified Public Accountant, Certified Internal Auditor, Certified Information Systems Auditor, Certified Inspector General Auditor, Certified Inspector General Investigator, or Certified Fraud Examiner.
- Incumbent should have knowledge of investigations, accounting, auditing, data collection and/or analysis; computer hardware/software and Information Systems analysis.
- Ability to collect, evaluate and analyze data; utilize problem-solving techniques; plan, organize and coordinate work assignments; communicate effectively verbally and in writing; establish and maintain effective working relationships with others; conduct audits, investigations and other accountability activities; organize data into logical format for presentation in reports, documents and other written material: use Microsoft Excel/Word and Adobe Pro.
REQUIREMENTS:
- Incumbent must obtain eighty-hours (80) of continuing professional education and training every twenty-four (24) months, which contributes to the incumbent’s professional proficiency. At least twenty (20) hours should be completed in any one-year of the two-year period, and at least twenty-four (24) of the hours must be in subjects directly related to the government environment and to government auditing.
- Ability to travel as needed.
