Position Overview and Responsibilities:
This employee is responsible for directing and coordinating project development of each assigned Fixed Capital Outlay (FCO) project from inception through completion and through expiration of the guarantee period to promote its completion in the most efficient and optimum manner.
GENERAL RESPONSIBILITIES
Assist the client agency or design professional in the preparation and development of the project program which serves as the descriptive document establishing project scope. Review, evaluate, and approve project programs for assigned projects, ensuring that the defined scope can be achieve within budget limitations and is in accordance with established design guidelines and space standards.
Coordinate and assist in negotiation of professional contracts for projects.
Represent the division at project planning conferences to ensure the project has begun, developed realistically under existing construction methods and budget limitations.
Participate in and chair meetings with architects/engineers and client agencies to ensure sound development of projects.
Analyze and review design submittals with assistance as required from staff professional personnel for program compliance.
Liaison with all federal, state, and local agencies for compliance with applicable requirements.
Review and maintain project budgets to ensure the project is developed within available funding.
Prepare the initial project schedule and follow the architect’s or engineer’s design development, coordinating schedules in conjunction with the design professional and ensure that deadlines are met on schedule. Confer with parties concerned, as problems occur, to recommend and pursue solutions and securing follow-up assistance as required to monitor project schedules.
Provide consultant services in their area of expertise and disciplines to the department and other state agencies
Analyze and review the architect/engineer's recommendation for award of bid for construction contracts. Coordinate award of contract and issuance of notice to proceed to contractor.
Review drawings and specifications of projects under construction for desirable changes or corrections for current and future projects.
Chair the initial construction conference with architects, engineers, contractors, subcontractors, client agency representatives and other interested parties.
Review requisitions for payment to architects, engineers, contractors, testing laboratories, and others furnishing services during design and construction.
Review change orders for completeness and recommend approval of change orders, substitutions of materials, equipment, and workmanship; and initiate changes to improve projects if required.
Populate and maintain Tririga project files.
Make periodic job site observations.
Participate in substantial completion inspections, final inspections, and acceptance of projects.
Review architect's, engineer's, and construction contractor's fulfillment of their contractual obligations to the state by observing and evaluating their performance.
When necessary, due to variations in the geographic distribution of project appropriations, this incumbent may be required to assist in project development areas other than the area of assignment to accomplish an equitable workload distribution..
As needed, project manager may be responsible for a major portion of projects in the Capitol Center Complex, most being complex, high profile projects utilizing the Construction Management Approach. These high visibility projects require more direct coordination and hands-on approach from the project manager.
Assist with special projects as needed. Performs related work as required including but not limited to upkeep of electronically filed project documents, attend project manager meetings and submit project reporting documents.
Knowledge, Skills, and Abilities:
- Knowledge of the principles, techniques, materials and equipment used in building construction.
- Knowledge of building codes, design, construction, production and/or operations.
- Ability to develop and review various reports.
- Ability to plan, organize and coordinate building renovations and/or activities.
- Ability to review and implement renovation / construction contracts.
- Ability to analyze and interpret renovation / construction data.
- Ability to monitor and inspect building projects.
- Ability to communicate project information and schedules effectively.
- Ability to solve problems relating to renovation / construction projects.
- Ability to establish and maintain effective working relationships with vendors, contractors and agency staff.
- Ability to understand and apply applicable state regulations, policies and procedures.
- Ability to understand current building codes, ADA requirements and Interior Design.
- Ability to adhere to safety awareness policies in the workplace, views safety videos when presented and attends required safety meetings. Practices lessons learned on a daily basis to avoid accidents.

Minimum Qualifications:
- A bachelor’s degree from a college or university in Interior Design or Architecture and two years of professional experience in that field; or a master’s degree from a college or university in one of the areas described above and one year of experience in that field.
- Valid and applicable driver’s license. This position requires prolonged periods of time walking, standing, sedentary work and repetitive motion and ability to drive and/or fly for long distances.
