JOB SUMMARY:

This is a Senior Management Analyst II – SES (Budget Analyst) position located in Property Tax Oversight (PTO) program's Budget Office.

This position offers the opportunity for independent and challenging work in a dynamic environment, contributing to the effective management of budgets, strategic planning, and IT procurement within the organization.

The Budget Analyst is responsible for reviewing and analyzing annual budget requests from county property appraisers and tax collectors and making recommendations for changes to the budget supervisor. The Budget Analyst also reviews budget amendment requests, provides technical aid and assistance to local officials, conducts site visits, and develops & delivers training for elected officials and their staff.

The position serves a key role in the planning and budgeting efforts for the program. The incumbent is responsible for preparing internal monitoring reports, assisting with the development of legislative budget requests (LBR), conducting bill analyses, and preparing the long-range program plan (LRPP).

The Budget Analyst also serves as the program’s PCard Administrator, acting as a liaison between the agency administrator and program accountholders. Additionally, the analyst is responsible for assisting in managing procurements and contracts related to information technology supplies and services. This includes assisting with issuing requests for quotes (RFQs), evaluating bids, providing recommendations for contract awards, and managing and monitoring IT contracts in accordance with established procedures set by the State of Florida and the Department.

MINIMUM REQUIREMENTS:

  • Four years of experience in budget, contract management, and/or financial analysis. *
  • Experience in verbal and written communication.
  • Experience and advanced proficiency in Microsoft Excel, PowerPoint, and Word, including pivot tables, VLOOKUP’s, formatted tables & reports, and professional presentations.
  • Two years of procurement experience with the State of Florida.
  • Currently a Florida Certified Contract Manager (FCCM), held a FCCM certificate within the last five years, or have the ability to obtain a FCCM certificate within the first six months of employment.

SUBSTITUTIONS:

  • * Bachelor’s degree in finance, accounting, economics, business administration, or related field can substitute for the four years of experience.

PREFERENCES:

  • Two years of experience preparing Legislative Budget Requests (LBR) and Long-Range Program Plans (LRPP).
  • Experience with MyFloridaMarketPlace (MFMP).
  • Experience administering a purchasing card program and the Bank of America Works card payment management service application.
  • Experience with information technology procurement.

SPECIAL NOTES:

  • Position may be eligible for part-time telework (2 days a week) following completion of training and successful probationary performance.
  • Must be able to occasionally travel and engage in public speaking.

SALARY: $54,999.96 / annually.
