GENERAL POSITION DESCRIPTION:
As a Business Analyst, you will work closely with internal and client's product owners and SMEs to document requirements, define scope, and formulate systems to parallel overall business strategies. Also responsible for backlog grooming along with help from the business units.
ESSENTIAL DUTIES:
- Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
- Analyzes business needs to develop specific functional requirements for applications software.
- Develops detailed application systems design documents to direct the implementation phase of software development.
- Develops system test plans to ensure that software meets design criteria.
- Diagnoses software problems to determine cause and develops and implements appropriate solutions.
- Develops acceptance test plans to ensure that software meets functional specifications.
- Develops sufficient system and user documentation to ensure proper operation and maintainability of application software.
- Designs and maintains relational databases.
- Assists in planning for the development of a large-scale integrated management information systems.
- Develops screen mockups for computer programs or software systems.
- Analyzes and de-bugs complex computer programs for the purposes of cross-testing, adding enhancements, and ongoing maintenance.
- Interviews functional staff to determine user requirements in designing and specifying system functional requirements.
- Researches and recommends appropriate technical solutions to meet functional requirements.
- Provides training and assistance to users in the operation and use of applications software.
- Provides consultation and technical assistance to users.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities:
- Working knowledge of PL/SQL, and Oracle 12g or Oracle 19C.
- Knowledge of advanced data processing concepts, terminology, and programming methodology and techniques.
- Knowledge of one or more high level computer programming languages.
- Knowledge of software engineering life cycle methodologies.
- Knowledge of relational database design techniques.
- Ability to learn new programming languages, hardware platforms, and to conform to Lottery programming standards.
- Ability to develop, test and debug computer programs.
- Ability to think logically and to analyze and solve problems.
- Ability to interpret technical information and communicate effectively to non-technical staff and management.
- Ability to identify, analyze and define user system needs.
- Ability to develop technical documentation, specifications, and reports.
- Ability to prepare software design specifications based on analyses of user functional requirements.
- Ability to establish effective working relationships.
- Ability to plan, organize, and coordinate work assignments.
- Ability to learn, use, understand, and integrate new software and hardware technologies on an on-going basis.
- Ability to lead and coordinate a software acceptance test project.
Other job-related requirements for this position
High School Diploma or equivalent (GED) required.
Successful passing of a criminal background check (state, local, and national) is required.
