Duties and Responsibilities

The Business Analyst Solutions Manager shall act as a conduit between ISA and the business partners in FLHSMV when gathering requirements, designing applications and implementing technology solutions. The Business Analyst Solutions Manager is the translator between technical jargon and stated business needs to support technical and non-technical requirements. Strong analytical skills coupled with business process knowledge is key to the success of this position. Requirements must be gathered for new development and enhancements to existing capabilities. In addition to their technical roles, the Business Analyst Solutions Manager must also exhibit strong management and leadership skills. This includes coordinating with various stakeholders, managing project timelines, and ensuring that team members are aligned with the objectives and goals of the organization. The Business Analyst Solutions manager will supervise, direct and lead a group of Business Analysts. These analysts are responsible for gathering and managing business requirements for all projects, work requests and other initiatives in ISA where a Business Analyst is required to ensure program success. Effective communication and conflict resolution skills are essential in fostering a collaborative environment and ensuring the successful implementation of projects.

 

Knowledge, Skills, and Abilities

  • Experience gathering business requirements that led to the successful implementation of a project (at least 5 years).
  • Experience as a manager or team lead (at least 3 years).
  • Understands impact of his/her words or behaviors on others.
  • Ability to determine political sensitivity of various projects and issues.
  • Must be a team player and have a positive attitude.
  • Experience using a Requirements Management tool preferred.
  • Proficient using Visio and other process documents tools.
  • Experience leading all aspects of SDLC, requirements definition and management activities for simple to moderately complex IT projects.
  • Must have a demonstrated ability to manage multiple projects simultaneously.
  • Strong communication skills (Written and Verbal).
  • Ability to handle multiple priorities and deal with ambiguity.
  • Strong Analytical, problem-solving skills.
  • Ability to make recommendations after thorough analysis.
  • Should be able to work independently as well as in a team environment.
  • Ability to perform business analysis and understand the needs of the business as a whole and its strategic direction.
  • Ability to elicit complex requirements by employing a variety of techniques.
  • Excellent time management skills.
  • Ability to develop and maintain clear and concise analysis documentation for complex projects including process flow diagrams and activity diagrams.

 

Job Related Requirements

  • The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

 

General Information

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
