The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters.  These range from floods and hurricanes to incidents involving hazardous materials or nuclear power.  FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office (SWO); the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the programmatic lead and manager for the Infrastructure Section within the Bureau of Response and as Branch Director during activations at the State Emergency Operations Center (SEOC) in Tallahassee, Florida, coordinating with state and federal partner agencies. 

 

The roles and responsibilities of this position include, but are not limited to:

  • Provide direct oversight of the Infrastructure Grants Unit, Shelter Survey Unit, and the Emergency Fuels Unit within the Infrastructure Section.
  • Organize and coordinate programs aimed at the improvement of resiliency to critical infrastructure systems statewide in a manner consistent with the Comprehensive Emergency Management Plan.
  • Develop and maintain the Infrastructure Section strategic plan, tasks, reports, work assignments, and resources to include the development of scopes of work for disaster-related repairs, reconstruction, and construction of infrastructure and/or public facilities at the state level.
  • Assist in providing technical assistance on engineering and construction related policies, procedures, and principles to stakeholders.
  • Plan, manage, and coordinate FDEM’s statewide survey of public hurricane evacuation shelters, as directed by Florida Statutes Section 252.385 and the creation of the annual Shelter Retrofit Report and biennial Statewide Emergency Shelter Plan.
  • Ensure the continued advancement of Florida’s Emergency Fuel Program to ensure the coordination of fuel response plans, contracts, partnerships, and any tasks delegated by Florida Statutes.
  • Perform other duties as assigned by leadership.

 

Knowledge, Skills, and Abilities:

  • Demonstrated higher level computer software skills and other database/spreadsheet software, including but not limited to Microsoft Office software such as Word, Excel, Outlook, and PowerPoint.
  • Knowledge of the state and federal regulations/codes/acts as it relates to grant funding.
  • Knowledge and demonstrated ability to implement operational emergency management procedures.  
  • Ability to coordinate multiple projects, tasks, and priorities.  
  • Knowledge of policies and practices involved in the management of assigned personnel. 
  • Demonstrated ability to supervise, motivate, develop, and direct people. 
  • Demonstrated skill in exercising good judgment in emergency/critical situations and ability to make decisions quickly.
  • Knowledge of state, local, and federal responsibilities during disasters. 
  • Ability to learn and utilize a digital grant management system.
  • Ability to communicate effectively with others verbally and in writing. 
  • Ability to work non-traditional hours during emergency events. 
  • Ability to operate a personal computer including word processing software.

 

Minimum Qualifications:

  • A minimum of two years’ experience in a supervisory/manager role.

 

Preferred Qualifications:

  • A minimum of six years’ field experience in Architecture, Engineering, Public Administration, Emergency Management, or a related field. A post-secondary degree may be used as an alternative for years of experience on a year-for-year basis, up to four years.
  • Experience in emergency management.
