This position resides within the Professional Services Section of the Procurement Office and reports to the Professional Services/Design Build Contract Supervisor. The role of this position in accomplishing the unit mission will be to assist with the professional services contract workload and provide peer review, training, and assist with contract attestation reviews. “Professional services” means those services within the scope of the practice of architecture, professional engineering, landscape architecture, or registered surveying and mapping, as defined by the laws of the state, or those performed by any architect, professional engineer, landscape architect, or registered surveyor and mapper in connection with his or her professional employment or practice.

Your Specific Responsibilities:
This position resides within the Professional Services Section of the Procurement Office and reports to the Professional Services/Design Build Contract Supervisor. The role of this position in accomplishing the unit mission will be to assist with the professional services contract workload and provide peer review, training, and assist with contract attestation reviews. “Professional services” means those services within the scope of the practice of architecture, professional engineering, landscape architecture, or registered surveying and mapping, as defined by the laws of the state, or those performed by any architect, professional engineer, landscape architect, or registered surveyor and mapper in connection with his or her professional employment or practice. The duties and responsibilities of this position are as follows:
Provides peer review of analyst contract and amendments prior to final review by supervisor. Provides assistance to the Procurement Manager’s contract attestation duties. Provides training to new staff and ongoing training to existing staff in Consultant Invoice Transmittal System (CITS) entry and Procurement Development Application (PDA) entry.
Coordinates activities involved with procuring professional services, such as preparing contract advertisements and amendments. Ensures that all necessary forms are completed, including Conflict of Interest Certification and federal forms. Assists Project Managers with development of Scope of Services documents where necessary. Reviews Scope of Services documents. Coordinates and documents consultant selections, prepares schedules for new acquisitions with Central Office Project Managers, drafts and enters consultant services advertisements in PDA. Maintains up to date project schedules and reviews procurement activities as necessary. Provides guidance to Department personnel concerning established procurement processes and policies. Prepares contracts for advertisement and ensures compliance with applicable procedures. Reviews Letters of Response and Technical Proposals for responsiveness and verifies/confirms consultant meets minimum qualification requirements and/or licensing information, verifies consultant compliance with advertisement requirements and restrictions. Enters all public meetings in PDA for posting on the Procurement website. Provides guidance/interpretation to consultants and Department staff regarding contractual and public meeting agendas. Maintains and meet production milestones for Central Office Consultant Acquisition Plan. Develops the Request for Proposal (RFP) package and issues the RFP to the shortlisted firms as required. Reviews Technical Review Committee (TRC) written recommendation to the selection committee. Compiles technical proposal scoring data submitted by the Technical Review Committees. Prepares longlist, shortlist and final selection packages for use by the Selection Committee. Properly notice shortlist and/or final ranking in PDA. Meets with consultants as necessary to address award questions. Schedules conference facilities and represent the Procurement Unit in conducting Scope of Services Meetings, Interviews and Oral Presentations for Professional Services contracts. Schedules and facilitates public meetings as required. Coordinates and schedules debriefing meetings as needed/requested. Provides assistance for review of Architectural; Engineering; Surveying and Mapping; Planning; and Construction, Engineering and Inspection Professional Services Work Types in Scope of Service documents or Requests for Proposals for Design-Build projects.
Assists with coordinating Florida Department of Transportation-ACEC-FL Regional Meetings with American Counsel of Engineering Companies - FL (ACEC-FL). Conducts kickoff meetings for new contracts and also conducts kickoff meetings with new project managers when they are assigned
a new contract. Participates in Professional Services Quality Assurance Reviews statewide.
Serves as the Department’s Contract Audit System (CAS) Access Custodian. Coordinates statewide responses to potential findings posted to the Department of Financial Services (DFS) Contract Audit System (CAS) by the DFS Bureau of Auditing. Contacts Contract Manager or Project Manager to develop responses to audit findings, and ensures that responses are appropriate, timely (prior to 10 days deadline), and cross-referenced with contract documentation. Ensures that documentation referenced in the Department’s response is posted to DFS Florida Accountability Contract Tracking System (FACTS). Reviews and provides recommendation for contract boilerplate language to be updated to conform to law and acceptable standards. Reviews contract terms and conditions, scopes of services, methods of compensation, Standard Specifications for Road and Bridge Construction as well as Standard Maintenance Special Provisions (where applicable) when responding to audit findings. Tracks DFS responses and final dispositions.
Trains district staff on how to utilize the Electronic Signature software. Maintains and updates Frequently Asked Questions guide on how to utilize the software. Creates and maintains training material related to the electronic signatures. Maintains administrator and other users in Outlook distribution groups.
Reviews the Negotiations Preparation Checklist prior to initiating negotiations. Reviews, evaluates and analyzes consultant audit package submittals, including Automated Fee Proposal in preparation for negotiation meetings. Schedules, plans and conducts contract fee negotiation meetings. Audits fee proposals and perform cost analysis for reasonableness and compliance. Prepares and plans negotiations strategy in conjunction with Project Manager. Conducts contract negotiation meetings. Conducts pre-proposal meetings. Prepares Request for Fee Proposal documents. Negotiates appropriate operating margin for each consultant. Prepares all correspondence to consultants regarding fee negotiations and stores appropriate documentation in file.
Prepares consultant agreements, ensures that the necessary contract terms and language are included and the appropriate method of compensation is utilized. Ensures proper budget is available and funds commitment/approval prior to execution of the agreement. Prepares amendments to existing contracts in accordance to procedure and guidelines; this includes supplemental amendments, time extensions, changes in scope of services, and certification of completion. Ensures all necessary contract terms are included and the appropriate method of compensation is utilized. Ensures proper budget is available and funds commitment/approval prior to execution of the amendment, as applicable. Reviews task work orders for Central Office Project Managers, to ensure use of appropriate compensation elements, methods of payment, and services that fall within the constraints of the contract scope of services. Assists/Instructs Project Managers in preparing task work order, where necessary. Participates in Professional Services Quality Assurance Reviews statewide.
Enters all required data into the Consultant Invoice Transmittal System (CITS) in an accurate and timely manner. Enters and maintains required information in the Florida Department of Transportation Florida Accountability Contract Tracking System (FDOTFACTS).
Assists Procurement Manager with responses to legislative initiatives and other special projects. Establishes guidelines to address long term requirements.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of accepted contracting principles and contract negotiation principles. Knowledge of FACTS or similar government transparency contract reporting systems. Knowledge of governing statutes, rules, procedures, state and federal law related to contract procurements and consultant performance evaluation. Knowledge of management principles and practices. Knowledge of Procurement Development Application System. Knowledge of standard methods of compensation for Professional Services consultant contracts. Knowledge related to Roadway Design, Project Development and Environmental Studies, Planning, Construction, and Project/Cost management. Excellent Customer Service skills. Knowledge of CITS application. Knowledge of contract management. Knowledge of contract pay items, pay items structure, and master pay items. Knowledge of Standard Specifications and Standard Maintenance Special Provisions. Knowledge of Standard Specifications for Road and Bridge Construction (SSRBC), Knowledge of governing statutes, rules, procedures, state, and federal law related to professional services consultant qualification.
Skills in:

Minimum Qualifications:
Five years of professional business experience. Post-secondary education can substitute for the required work experience on a year-for-year basis.
