Position Overview and Responsibilities:
As a Leasing Manager withing the Division of Telecommunications, you will monitor lease agreements, including terms, rent payments, and compliance with regulatory and contractual obligations and financial consequences. You will handle lease negotiations, extensions, rate escalations, and terminations, as necessary. Additional job duties and responsibilities include, but are not limited to, the following:
- Perform financial administration through financial analyses, revenue forecasting, and return on investment calculations.
- Collaborate with cross-functional teams, including Office of the General Counsel, Finance, Public Safety Bureau, landlords, tenants, and other areas, to understand specific program, contract, and rent requirements and routing protocols.
- Prepare leased, owned, and conveyed tower data for Purchase Orders, Purchase Requisitions, and Legislative Budget Requests.
- Manage the current inventory of leased towers and future inventory of conveyed towers and conduct analyses on cost-savings opportunities through county owner tower partnerships.
- Identify opportunities for optimizing tower revenue through lease modifications and portfolio management.
- Work to transition ownership, establish insurance, and manage related financial variables for conveyed towers and their lessees.
- Stay abreast of industry trends and market conditions related to tower leasing.
- Ensure that all the department's Bureau of Financial Management Services (FMS), Office of the Inspector General (OIG), Division of Departmental Purchasing (DP), and Department of Financial Services (DFS) requirements for audit compliance are met.
- Determine the appropriate routing and distribution of documents based on their content, urgency, and intended recipients.
- Maintain accurate records and documentation of all reviewed and routed documents, including any necessary annotations or comments.
- Escalate complex or unresolved issues to the appropriate stakeholders or supervisors for further guidance or resolution.
- Foster positive relationships with landowners, lessors, tenants, regulatory authorities, industry associations, and other stakeholders involved in tower leasing. Represent the Division in meetings, negotiations, and industry events.
- Prepare, review, and administer lease contracts, amendments, and other legal documents. Ensure compliance with applicable laws, regulations, and internal policies.
- Ensure that relevant activities are conducted in compliance with Florida Statutes, the General Appropriations Act, state and federal rules, applicable codes of ethics and instructions from the Governor and superiors.
- Supervise relevant and applicable staff augmentation resources by planning and directing work and managing schedules and leave requests.
Knowledge, Skills, and Abilities:
- Exceptional knowledge of budget/program/project management.
- Knowledge and understanding of Microsoft Office 2010 or greater.
- Strong management skills.
- Knowledge of Florida government procurement, contract management, grant management, and leasing statutes and rules.
- Contract negotiation and management skills.
- Knowledge and understanding of telecommunications technologies.

Minimum Qualifications:
- Completion of a four-year degree from an accredited college or university. Professional experience relevant to the duties of this role can substitute on a year-for-year basis for the required education.
- A minimum of two years’ experience in budget and contract management.
- A minimum of two years’ experience in financial planning, analysis, and budget management.
Preferred Qualifications:
- A minimum of two years' experience in government procurement in Florida.
- A minimum of two years’ experience in project management.
- A minimum of two years’ experience in vendor management.
- Experience in tower leasing, site acquisition, or property management within the telecommunications or broadcasting industry.
- One or more of the following certifications is highly desirable: Florida Certified Contract Manager (FCCM); Florida Certified Negotiator Manager (FCCN); or Project Management Professional (PMP).
