Your Specific Responsibilities:
This is a highly responsible and professional position that provides direct management and consultative assistance in the Office of Legislative Planning and requires detailed knowledge of legislative process.
Responsibilities include:
Monitors and analyzes, at the direction of the Legislative Planning Director or DOH Chief of Staff, legislative activities affecting the Department of Health. Serves as consultant and coordinates legislative proposal development activities.
Provides training to the Department of Health Legislative Liaisons on the Legislative Bill Tracking (LBT) system. Also, responsible for management and troubleshooting of the LBT.
Independently coordinates the legislative activities during the regular and special legislative sessions. Screens and reviews all legislation filed to ensure that legislation affecting the Department of Health is assigned to the appropriate departmental division for analysis in the Legislative Bill Tracking (LBT) system.
Administratively reviews bill analyses and revises as necessary to ensure compliance with legislative guidelines and other departmental policies and procedures. Assigns and tracks bill analyses and ensures timely submission healthcare committees, substantive committees, sponsors, and other requestors.
Manages the assignment and coordination of coverage and legislative testimony for committee meetings. Responsible for preparation and distribution of weekly legislative calendars to the department directors. Stays abreast of progress of legislation to keep DOH central office informed of the status of legislation.
Responsible for preparing end-of session reports on legislation related to the Department of Health. Prepares and maintains records, mandated legislative reports and budget.
Coordinates responses to questions, complaints, legislative inquires and issues generated from other sources when professional program knowledge perspective is required.
This position serves as a consultant to the department legislative liaisons for legislative operating procedures, guideline, bill analysis process, and other actions related to preparing bill analyses and legislative proposals.
Responsible for providing technical assistance to Legislative Planning Director, Chief of Staff, and other department staff regarding current and proposed legislative issued, interim projects and other assignments.
Independently acts as liaison between Legislative Planning office and Information Technology office to ensure legislative planning needs are met which includes directing of resources and changes to existing legislative bill tracking system.
Required Knowledge Skills and Abilities:
- Ability to provide information accurately, and clearly.

- Knowledge of proper grammar, punctuation, and spelling.
- Ability to perform multiple duties effectively and independently in an environment of continuous change and interruptions.
- Computer proficiency with capability in email, including Microsoft Office and related business and communication tools.
- Ability to organize, delegate, and carry out assignments independently.
Qualifications:
Minimum: Bachelor's degree from an accredited college or university and one year of professional work experience. Professional or Nonprofessional experience can substitute on a year-for-year basis for the required college education.
