This position oversees the operations of the State Infrastructure Bank (SIB) Program, including reviewing loan applications for eligibility and feasibility, updating and tracking SIB financial records, servicing existing loans and ensuring compliance with loan agreement terms, completing Federal SIB reporting, and engaging in SIB scenario planning. This allows for SIB loans to help fund and deliver transportation projects and ensures the SIB Program remains in compliance and in sound financial standing.

Your Specific Responsibilities:
Responsible for the overall management of the State Infrastructure Bank (SIB) Program. Perform monthly updates and reconciliations of the Federal and State SIB finance plans. Collaborate with the General Accounting Office (GAO) to reconcile expenditure discrepancies, track loan activity, invoice and process loan repayments, update interest accrual calculations, update loan repayment schedules, and coordinate the management of escrow accounts. Respond to information requests from borrowers and potential applicants. Provide annual SIB reports to the Federal Highway Administration (FHWA). Coordinate with FHWA, Office of Work Program and Budget (OWPB), GAO and Department’s legal staff to execute the documents and funding actions needed to capitalize SIB accounts. Update and maintain SIB guidelines and rules. Review borrower invoices for compliance with terms of loan agreements and coordinate payment processing with the Disbursements Operations Office.
Review, evaluate and analyze SIB applications for financial feasibility, credit risk and transportation benefits. Coordinate legal and technical review to ensure project meets legislative intent and eligibility requirements. Coordinate project approval with technical staff. Work with OWPB to ensure approved projects are included in the Department’s Work Program. Oversee preparation, negotiation, and legal review of SIB loan agreements with internal and external parties.
Monitor and maintain SIB loan compliance items including, but not limited to, continuing disclosure requirements, debt service coverage requirements, reserve account funding requirements, insurance requirements, Uniform Commercial Code (UCC) filings and semi-annual progress reporting. Ensure timely and accurate submission of compliance information from borrowers to verify compliance with loan agreement provisions.
Collaborate with the Division of Bond Finance on bond issuance and compliance requirements. Prepare bond sizing scenarios for future issuances. Prepare SIB State Transportation Trust Fund (STTF) impact reports for OWPB and Cash Forecast, following each snapshot.
Assist with tasks related to toll facility financial analysis, Public-Private Partnerships (P3’s), Power BI integration, and other tasks supporting Project Finance and the Financial Management Office. Update and maintain SIB documents, website, and SharePoint site.

Minimum Qualifications:
- Six years of professional experience in finance, accounting, auditing, contract compliance, transportation, or other business-related areas. A bachelor’s degree from an accredited college or university in finance, accounting, or other business-related areas and two years of relevant professional experience can substitute for the required experience.
