MINIMUM REQUIREMENTS:

A bachelor’s degree from an accredited college or university and four (4) years of professional experience in planning, evaluation, research, analysis, business, government, social, health or rehabilitative services or fiscal work. 

A master’s degree from an accredited college or university can substitute for one year of the required experience. 

A doctorate from an accredited college or university can substitute for two years of the required experience. 

Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

Position manages the Logistics section in the Bureau of Business Support Services. Serves as the division logistics manager responsible for oversight of multiple logistical processes and the staff associated with each process. Processes under management include property inventory and asset management; records management, maintenance, and inventory; fleet management; division cellular phone management; grants management. Supervises effectively by monitoring work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Approves timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Serves as the division’s primary property custodian, overseeing and conducting the division’s annual inventory through directing bureau property liaisons within the division, reconciling property inventory issues, and ensuring required reporting is completed and submitted to the department’s property section in the Bureau of Finance and Accounting. Directs the preparation of or prepares written documentation for surplus property requests for review and approval by division management. Ensures that all approvals are obtained for the surplus of property items prior to submittal to the Bureau of Finance and Accounting and ultimate disposal. Ensures division annual records inventory is completed in a timely manner and appropriate reporting is made to Division of Administration.

Receives, tracks, and manages division property through the receipt and use of the Department’s Inventory Change Reports (ICR). Obtains the necessary information and signatures on the ICR reports and maintains copies of documentation for retention purposes. Assigns, maintains, and affixes property tag information to various types of equipment. Handles all activities related to the transfer and assignment of sensitive property tags for associated property items purchased in the division. Coordinates and handles various division property inventory questions and issues during the year within each of the bureaus. Serves as backup to the bureau chief in response to various division management issues pertaining to property or inventory as required. Responsible for oversite of the distribution and retrieval of department issued equipment and uniform items.

Provides high level assistance to the division with information technology purchases to include the review, compilation and issuance of purchase requisitions as submitted for information technology purchases as needed for new computers and laptops. Works with the Office of Agriculture Technology Services (OATS) in the management of annual software maintenance contracts. Assigns Sensitive Inventory (SI) property tags and tracks new IT items and inputs corresponding entries into Cherwell. Works with OATS to tag and track IT items within Cherwell. Responsible for the movement of property by the generation of Inventory Change Reports (ICR) within the division.

Performs other related duties as needed.
