General Summary

 

Legislative analysts working in the Division of Law Revision are part of a team responsible for ensuring that changes coming out of each legislative session or election are properly incorporated into the text of the Laws of Florida, Florida Statutes, or Florida Constitution. The Legislative Analysts work under the direction of the Reviser. They perform a variety of tasks that support these primary functions, including drafting reviser’s bills. These tasks will be learned in-office, and proficiency is required after two years.

 

The Division of Law Revision is a part of the Office of Legislative Services. It is a joint office, serving both the Florida Senate and the House of Representatives, and is responsible for updating and publishing the Florida Statutes, Laws of Florida, and the Florida Constitution following a Legislative Session or Florida election.

 

Examples of Work Performed

 

  • Modify and verify Laws of Florida documents to adhere to specified formatting and content requirements using a customized software system (Statutory Revision Leagis) primarily based in MS Word.
  • Build a variety of tables that track impact of the current year’s legislation on the Florida Statutes.
  • Review the directions of the Reviser which provide instructions for incorporating each law into the Florida Statutes.
  • Create, edit, and review Florida Statutes manuscript using Statutory Revision Leagis.
  • Read and analyze laws for spelling, punctuation, grammatical, and other technical, editorial, nonsubstantive changes.
  • Perform XML (eXtensible Markup Language) input of Florida Statutes manuscript using a stand-alone xml editor application to merge changes into a database. 
  • Assist with proofreading of laws and statutes material as needed.
  • Perform review of laws and statutes typeset proof copy.
  • Perform final scan of typeset Florida Statutes book files.
  • Review of online publication releases of the division’s publications.
  • Create and review Florida Constitution manuscript in Statutory Revision Leagis to incorporate constitutional amendments approved by the voters.
  • Draft and review reviser’s bills in Senate Leagis.
  • Testing/review of changes to Statutory Revision Leagis, Search & Browse, and other online releases of statutes and laws.
  • Create or assist with support tasks required for update of the continuous revision system. 
  • Perform other related duties as required, including some routine office work and assistance to Law Book Services.

 

Knowledge, Skills, and Abilities

 

  • Strong English grammar, spelling, and writing skills.
  • Knowledge of legal terminology and legal research.
  • Knowledge of the Florida Legislature, legislative process, and publications.
  • Knowledge of or ability to learn statutes and constitution section hierarchy for purposes of editorial and XML work.
  • Knowledge of, or ability to learn, computer programs, particularly Microsoft Word, Adobe Acrobat, and XML. Knowledge of or acquaintance with XML markup is helpful.
  • Excellent skills in reading comprehension, analysis, and organization.
  • Ability to communicate effectively and concisely verbally and in writing.
  • Ability to recognize patterns and arrangement into a specified and logical order to create a larger, unified whole.

Minimum Qualifications

 

A bachelor’s degree from an accredited college or university with an English degree preferred and 3 years of professional experience in editorial/legal editorial work, research, analysis, or administrative work.

A master’s degree from an accredited college or university can substitute for one year of the required experience.

A doctorate from an accredited college or university can substitute for two years of the required experience.

Professional experience as described above can substitute on a year-for-year basis for the required college education.

Salary
Commensurate with experience (minimum salary is $43,572)
