POSITION DESCRIPTION: Performs Plan reviews and develops and approves Category 2 consultant produced bridge design projects from initial concept to preparation of final contract documents. Advises and assists Districts in consultant acquisition, man-hour estimates, preparation of consultant scope of work documents and negotiations. Ensures that Category 2 bridge plans generated by consultants are in general compliance with the Department's policies and procedures and ensures that District Structures Offices are following Department policies and procedures on Category 1 projects. Coordinates the review of constructability and maintainability issues. Coordinates the activities leading to the selection of the optimum structure for each project site. Negotiates and manages Task Work Orders for the Independent Department Review of Category 2 structures on design-build projects.

 

Reviews project specific design criteria from Request For Proposal and Concept Plan inception through project procurement for design-build and Public Private Partnership (3P) projects that contain Category 2 bridges. Develops innovative Request for Proposal contracting language which maximize contract flexibility while achieving project objectives.

 

Provides technical advice and guidance to Districts in resolving complex structural problems that occur during construction. Performs construction feedback reviews. Responsible for developing/improving structure policies based on "lessons learned" and feedback obtained from districts and consultants.

 

Develops and implements innovative bridge technologies.

 

Coordinates structures design activities involving the design consultant, Federal Highway Administration, District Offices and other agencies involved in the project. Makes submissions to, coordinates with, and obtains the approval of the Federal Highway Administration when required. Arranges and attends meetings as necessary to expedite the project and monitors project schedules. Supports the 5 Year Work Program.

 

Performs constructability and biddability reviews of standards, specifications and policies generated by the Technology Group. Provides innovative engineering design standard concepts for consideration.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of Technical Design and Plans Review; Skilled in complex bridge design, construction, production and/or operations; Skilled in using engineering software programing tools; Ability to analyze and interpret engineering data; Ability to plan, design, evaluate and investigate complex engineering works and systems; Skilled in the monitoring and inspection of complex engineering projects; Ability to solve complex problems relating to engineering; Ability to plan, organize and coordinate work assignments; Ability to communicate engineering information effectively; Ability to establish and maintain effective working relationships with others.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as Professional Engineer pursuant to Chapter 471, Florida Statutes

 

OTHER JOB-RELATED REQUIREMENTS: This position will be required to respond before, during and following emergency situations.
