The Work You Will Do:

Management Analyst, Florida Department of Transportation/ Office of Administration, Procurement Office, Professional Services.

 

This position reports to the Rate Review Auditor, and is the back-up Consultant Audit Rate Reviewer. In addition, this position is responsible for coordinating assignment agreements (name changes, mergers, acquisitions and asset purchases) and contract audits for Central Office Procurement.

Your Specific Responsibilities:

This position reports to the Rate Review Auditor and is the back-up Consultant Audit Rate Reviewer. In addition, this position is responsible for coordinating assignment agreements (name changes, mergers, acquisitions and asset purchases) and contract audits for Central Office Procurement.

The responsibilities of this position include:

Reviews reimbursement rate information (audits, self- certifications, provisional and job cost accounting system rates) to evaluate compliance with proper reporting requirements, and if appropriate, accept rates. Enters information into the Professional Prequalification Application and sharepoint site as necessary.

Processes Assignment Agreements for name changes, mergers, acquisitions, asset purchases, etc.

Provides guidance to Department staff and the public regarding interpretation of audit guidelines.

Responds to surveys and coordinates with the other state agencies, and other State Department of Transportations to identify and implement the best practices in the acquisition of services and commodities. Serves on task teams and other working groups. Assists Procurement Manager, State Professional Services Engineer and Rate Review Auditor with activities as needed.

Performs investigation/research for public records request and request for information. Facilitates public records requests and ensures proper redaction of confidential or exempt information. Serves as audit point of contact and compiles data extracts and other information as needed related to contract audits. 

Assists with Emergency contract workload for Central Office.  Completes legislative analyses as assigned by State Procurement Manager.  Handles other special projects as assigned.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of Government Auditing Standards, Federal Acquisition Regulations, American Association of State Highway and Transportation Officials (AASHTO) Uniform Audit and Accounting Guide.
  • Knowledge of Federal Highway Administration policies and procedures.
  • Knowledge of Alternative Contracting procurement methods and other contract procurement methods.
  • Knowledge of laws, rules, procedures, and practices governing the procurement of Design-Build contracts.
  • Knowledge of the Department's unsolicited proposal process. 

Ability to:

  • Ability to learn and develop an understanding of complex organizational and financial processes and systems.
  • Ability to review procedures, reports, and documents related to the Design-Build process, and other contracting processes. 
  • Ability to communicate effectively both written and verbal. 
  • Ability to formulate policies and procedures.
  • Ability to work independently and solve complex problems.

 

Minimum Qualifications:

  • Five years of professional business experience. Post-secondary education can substitute for the required work experience on a year-for-year basis.
