Management Review Specialist – SES

Your Specific Responsibilities:

 

This is a highly responsible, independent professional position that manages the Contract Monitoring team in the Contract Administration and Oversight Section. This position oversees complex reviews of providers' financial records, administrative and accounting processes; develops and implements policies that ensure contractor accountability and oversight; coordinates, conducts and supervises provider on -site reviews; provides technical expertise in the field of provider administrative processes, federal and state funded contracting, and monitoring techniques; and resolves operational and management problems and contract accountability problems. This position will report to the Director of Contract Administration and Oversight Section.

 

Performs monitoring reviews and other monitoring services on contract providers doing business with the department in accordance with department policies and procedures. Monitoring reviews may include interviews of department and provider staff; analysis of financial information and systems; evaluation of internal controls, adequacy of documentation, allow-ability of expenditures, and compliance with applicable laws, rules, and regulations; preparation of monitoring work papers, reports, and corrective action; and follow-through until monitoring findings are resolved.

 

Routinely reports progress to staff and management, and makes corrective actions as needed. Leads, directs, and motivates staff to perform in a manner that will achieve the department Monitoring Review Section's vision, mission, goals, and objectives. Consults regularly with program and administrative staff, and external agencies (state and federal) to assist in the resolution of programmatic, administrative, and contractual services issues and problems. Recommends methods of improving contract monitoring review functions.

 

Reviews work of staff for proper completion and conformity with DOH monitoring procedures and various laws, rules, and regulations. Provides feedback to staff and management regarding monitoring activities.

 

Responsible for the supervision of staff including appraisals, planning, and directing work, approving leave, and has the authority for hiring and taking disciplinary action or effectively recommending such actions. Researches and responds to requests for technical assistance. Develops and presents training presentations on various topics related to accountability or fiscal requirements.

 

This position may be required to gather background and relevant information; review applicable regulations and contract terms; develop an audit/project plan; conduct interviews; analyze documentation; conduct financial analysis; formulate conclusions and/or recommendations based upon supporting evidence; prepare objective, accurate, and logical written reports and closure documentation summarizing audit-related activities; and meet with management and/or contracting entity leadership to discuss engagement findings, conclusions, and recommendations, when necessary.

Required Knowledge, Skills, and Abilities:

 

  • Ability to research, interpret, and apply laws, rules, and regulations not limited to Florida Statutes, Statements on Standards for Attestation Engagement, Government Auditing Standards, and Generally Accepted Accounting Principles, grant, and contract documents to identify deliverables, asset purchases and performance measures, and OMB Circulars as applicable to federal grant funding.

Qualifications:

 

Minimum Required:

 

  • Two (2) years of supervisor experience
  • A four-year degree in accounting or business from an accredited institution of higher learning AND three (3) years of professional experience conducting fiscal audits, expenditure reviews, reviewing accounting records, and monitoring contracts with state and/or federal financial assistance. OR
  • A High School Diploma or equivalent.; AND four (4) years of professional experience conducting fiscal audits, expenditure reviews, reviewing accounting records, and monitoring contracts with state and/or federal financial assistance.
  • Ability to travel overnight and on day trips to conduct on-site visits up to 40% of the time.
  • Working knowledge of Chapter 215, 216 and 287, F.S. and Federal Regulations applicable to grant agreements such as Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, Cost Principles and Federal Awards. Two (2) years’ experience conducting financial analyses of projects, programs, or organizations.

 

Contract managing experience, if applicable, must include extensive involvement in the contract management process, including financial analysis, thorough assessment of compliance with contract terms and deliverables, and on-site reviews/visits, among others.


Contract monitoring experience, must include planning, conducting, and reporting on audits that assess compliance with applicable regulations and/or contract terms, financial analysis of documentation and records maintained and provided by a contracting entity, and assessment of controls related to the services and deliverables provided by a contracting entity, among others. Applicants must have good writing skills, verbal communication, listening skills, logical and critical thinking, and analytical skills.

 

Licensure/registration/certification requirements:

Valid driver's license required (minimum Class E)

 

Hours: This is a full-time position. Normal business hours are 8:00 AM – 5:00 PM, Monday through Friday, although working outside these hours might be required to accommodate travel and presentations.
