Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

This is a professional position that supervises the Contract Monitoring Unit of the Contract Administration and Oversight Section.Oversees complex reviews of providers' financial records, administrative and accounting processes; develops and implements Time policies that ensure contractor accountability and oversight; coordinates, conducts and supervises provider on -site reviews; provides technical expertise in the field of provider administrative processes, federal and state funded contracting, and monitoring techniques; and resolves operational and management problems and contract accountability problems.

Performs monitoring reviews and other monitoring services on contract providers doing business with the department in accordance with department policies and procedures. Monitoring reviews may include interviews of department and provider staff; analysis of financial information and systems; evaluation of internal controls, adequacy of documentation, allow-ability of expenditures, and compliance with applicable laws, rules, and regulations; preparation of monitoring work papers, reports, and corrective action; and follow-through until monitoring findings are resolved.

Routinely reports progress to staff and management, and makes corrective actions as needed. Leads, directs, and motivates staff to perform in a manner that will achieve the department Monitoring Review Section's vision, mission, goals, and objectives.

Consults regularly with program and administrative staff, and external agencies (state and federal) to assist in the resolution of programmatic, administrative, and contractual services issues and problems. Recommends methods of improving contract monitoring review functions.

Reviews work of staff for proper completion and conformity with DOH monitoring procedures and various laws, rules, and regulations. Provides feedback to staff and management regarding monitoring activities. Manages, coordinates, and tracks the performance of contracted Administrative Monitoring Review staff within the Bureau of General Services.

Responsible for the supervision of staff including appraisals, planning, and directing work, approving leave, and has the authority for hiring and taking disciplinary action or effectively recommending such actions. Researches and responds to requests for technical assistance. Develops and presents training presentations on various topics related to accountability or fiscal requirements.

Conduct any requested trainings with assistance from Contract Management team. Provide monthly and quarterly reporting based on submissions. Day and overnight travel in state to conduct on-site visits up to 40% of the time.

Coordinate and facilitate monthly meetings with office/division contract liaisons and quarterly CHO Contract Administrator meetings. Submit the quarterly return on investment (ROI) report to the Governor's office on approved member projects.

Coordinate the Annual Executive Compensation process and draft and submit the annual attestation report to the Office of the Inspector General (OIG).

Required Knowledge, Skills, and Abilities:

Ability to research, interpret, and apply laws, rules, and regulations not limited to Florida Statutes, Statements on Standards for Attestation Engagement, Government Auditing Standards, and Generally Accepted Accounting Principles, grant, and contract documents to Identify deliverables, asset purchases and performance measures, and 0MB Circulars as applicable to federal grant funding. 

 

Qualifications:

Candidates must meet the following minimum qualifications to be considered:

A Bachelor’s degree from an accredited college or university (a minimum of fives years of experience in the fields financial auditing, financial assistance monitoring,  or grant management area can substitute for the educational requirement).

A minimum of five year of experience with reviewing documents to ensure compliance with Florida Statutes, rules, and department policies is preferred.
