Management Review Specialist – SES
THIS IS NOT A TELEWORK POSITION, THE CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE OFFICE
Your Specific Responsibilities:
This is a highly responsible, independent professional position that manages the Contract Operations Unit of the Contract Administration and Oversight Section. The incumbent is responsible for planning, development of policies and procedures relating to procuring contractual services and technical assistance to contract mangers in the program and statewide offices. Independently performs complex administrative and consultative work providing operational management guidance and coordination for statement contract review and management. Assists with the initial review of all incoming contract actions to ensure compliance with state and federal laws, regulations, and department policies and procedures before assigning to staff.
Performing encumbrances based on program need and request. Aiding program and budget staff regarding new and existing encumbrances. Conducts file reviews of contracts to ensure compliance with the department's contract documentation requirements; Identify and develop, when necessary, a corrective action plan. Formulates alternative solutions or objectives through research and analysis of contract administration issues. Ensure that adverse findings are discussed and resolved with the respective program office/county health department, prior to contract execution.
Assign work items to Operations Analysts in AXIOM as received Contract Administration queues. Reassign work items as necessary and/or as requested within Program, Central Budget, and Contract Administration. Provide periodic reporting on inactive work items to Program offices and CHDs. Review and approve contract actions accurately and timely. Update workflow queues and coordinate AXIOM updates with internal team log.
Provide technical assistance to Divisions, Offices, and CHD users. Grant access to new users and update roles for existing users. Track timely review and routing of actions within Contract Operations Team. Submit help tickets through the AXIOM HelpDesk portal. Conduct any requested trainings with assistance from Contract Management team. Provide monthly and quarterly reporting based on submissions. Serve as the administrator for Axiom and DocuSign and create new accounts as requested.
Develop and implement a comprehensive training program for Department contract management personnel. The program will complement statutorily mandated trainings offered by the Departments of Management Services and Financial Services. Utilize technology effectively to make training opportunities widely available and easily accessible. Provide technical assistance to department staff on all contract related issues, i.e., renewals, forms, rules, etc.
Review and research internal audit findings as they relate to contract discrepancies and recommend procedures to resolve cited problems with headquarters and program offices. Coordinate all responses and written inquiries from oversight agencies for Contract Administration, i.e., Auditor General, Inspector General, OPPAGA.
Responsible for the supervision of staff including appraisals, planning and directing work, approving leave, and has the authority for hiring and taking disciplinary action or effectively recommending such actions. Researches and responds to requests for technical assistance. Formulates and recommends operational policies and assists in the establishment of procedures related to contract administration.
Performs other duties, as required.
Required Knowledge, Skills, and Abilities:
- Ability to research, interpret, and apply laws, rules, and regulations not limited to Florida Statutes, Statements on Standards for Attestation Engagement, Government Auditing Standards, and Generally Accepted Accounting Principles, grant, and contract documents to identify deliverables, asset purchases and performance measures, and OMB Circulars as applicable to federal grant funding.

Qualifications:
Minimum Required:
- Active Florida Certified Contract Manager (FCCM)
- Two (2) years of supervisor experience
- A High School Diploma or equivalent.; AND three (3) years of professional experience either directly managing or working closely with State of Florida contracts.
- Ability to travel overnight and on day trips.
- Working knowledge of Chapter 215, 216 and 287, F.S. and Federal Regulations applicable to grant agreements such as Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements.
Licensure/registration/certification requirements:
Valid driver's license required (minimum Class E)
Hours: This is a full-time position. Normal business hours are 8:00 AM – 5:00 PM, Monday through Friday, although working outside these hours might be required to accommodate travel and presentations.
