Duties and Responsibilities
We are looking for a dedicated professional to join the Office of the Inspector General, Internal Audit Section, in a pivotal role providing a range of assurance and advisory services to FLHSMV in support of effective governance, accountability, and performance. This highly responsible position requires a candidate with exceptional attention to detail, sound decision-making, and critical thinking abilities, who also thrives as a team player in a dynamic environment.
In this position, you will plan and perform intricate compliance audits and reviews relating to organizations that receive specialty license plate funds and voluntary contributions (state financial assistance). You will play a crucial role in ensuring the integrity of financial reporting and compliance with regulations relating to the specialty license plate and voluntary contributions programs. Additionally, you will recommend improvements to enhance reporting, recordkeeping, internal controls, and compliance. This position reports to the Audit Director. Specific responsibilities include:
- Conducting audits of financial records, internal controls, and operations to ensure compliance with specialty license plate and voluntary contribution program policies, procedures, and regulations.
- Researching appropriate statutes, rules, policies, and procedures.
- Working independently to develop and maintain an audit program.
- Collecting, organizing, and analyzing financial data.
- Conducting interviews with individuals relating to the area under review.
- Deriving conclusions based on data analysis.
- Preparing complete and accurate working papers to support work performed.
- Preparing comprehensive and detailed reports of findings and recommendations.
- Presenting results of audits and reviews to Department and organization management.
- Assisting management with the review and analysis of business operations relating to specialty license plate and voluntary contribution audits.
- Monitoring the status of audit recommendations and appraising the adequacy of corrective actions.
- Performing yearly risk assessment activities and developing an annual audit plan for specialty license plate and voluntary contribution audits.
Knowledge, Skills & Abilities
- Knowledge of the requirements in Section 215.197, F.S., the Florida Single Audit Act.
- Ability to understand, interpret, and apply laws, rules, regulations, policies and procedures.
- Knowledge of internal controls, governance, accountability, and fraud,
- Knowledge of accounting, finance, and business operations.
- Knowledge of internal auditing standards, principles, and methodology.
- Knowledge of not-for-profit accounting.
- Computer skills associated with analyzing large volumes of data.
- Advanced knowledge of Microsoft products, including Excel, Word and Outlook.
- Strong oral and written skills needed for conducting interviews, establishing facts, and conveying conclusions and recommendations in group situations and written format.
- Knowledge of project management principles.
- Ability to make oral presentations of audit findings and recommendations.
- Ability to effectively work independently and as a team member.
- Ability to conduct fact-finding research and interviews.

Preferred Qualifications
Preference will be given to applicants who have professional work experience:
- A bachelor’s degree from an accredited college or university, preferably in Accounting, Finance, or Business.
- An active Certified Public Accountant (CPA) certificate accepted by the Florida State Board of Accountancy.
- Experience in financial analysis, planning, research, and evaluation.
- Proven skills in writing reports and/or summaries.
- At least 4 years of professional experience, such as:
- Conducting internal or external audits
- Conducting financial, compliance, or performance audits
- Assessing organizational risk
- Recommending business process improvements
Job Related Requirements
- The position you are applying is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes. Please note that, since this position requires CJIS clearance, the Department will have access to all an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.
- This position requires the incumbent to have and maintain a valid driver’s license in good standing. This means there can be no cancellations, suspensions, or revocations for a minimum of three years prior to employment and for the duration of employment. There can be no more than three chargeable crashes or any violation of Chapter 316, Florida Statutes, during any consecutive three-year period prior to and throughout employment.

General Information
- The elements of the selection process may include a skill assessment and/or oral interview.
- Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
- FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
