Manager, Transportation Data and Analytics / Office of Organizational Technology
The Manager, Transportation Data & Analytics position provides statewide leadership in support of transportation data and information expertise for Florida's Transportation System. This role involves managing overall office activities, supporting employee training, and overseeing the budget for projects, research, travel, and equipment. The manager is responsible for developing policies, guidelines, and quality control standards, as well as providing business and program strategy recommendations to executive management. Additionally, the position requires collaboration with various transportation data interest groups, local governments, and internal and external partners to ensure data collection standardization and consistency.

Your Specific Responsibilities:
Lead and manage the Florida Department of Transportation, Transportation Data and Analytics Office (TDA). This position provides statewide leadership in support of transportation data and information expertise for Florida's Transportation System.
Manage overall office activities and performance. Support and provide employee training on technical issues, personnel management, and other related skills. Initiate personnel actions for positions reporting to this position. Manage the Transportation and Data Analytics budgets for projects, research, travel, equipment, and other resource needs. Assist section leaders in management of assignment deadlines and staff performance to ensure internal and external delivery schedule compliance and customer satisfaction. Provides supervisory leadership to ensure that good supervisory practices are developed and used in the office such as teamwork, communication, employee involvement and recognition.
Plans, directs, organizes, monitors/tracks, adjusts and refines operations (developing processes) to achieve specific goals and objectives to support transportation data and information requirements to internal and external partners and customers. This involves developing policies, guidelines, handbooks, manuals, quality control and quality assurance, etc., needed to provide guidance to the districts for data collection standardization and consistency. Provide business and program strategy recommendations to executive management on transportation technology and data management trends, opportunities, and applications that support the Department's mission.
Participates and collaborates in various transportation data interest groups, special studies or research projects. Coordinates the review of transportation statistical elements included in local government freight/Intermodal/multimodal plans. In coordination with the department’s district offices, reviews include modal/freight data collection and performance analysis and makes recommendations to local governments, regional entities, and Metropolitan Planning Organizations concerning transportation issues.
Coordinates, assists, and monitors data purchases and models for Aviation, Seaports, Rail and Transit programs and district offices. Works closely with those offices in defining needs and developing an action plan for future data needs and growth. Coordinates with the Freight Logistics and Passenger Operations Administrator to meet the statewide goals and implementation of the Freight Mobility and Trade Plan.
Communicates with other internal organization elements of the Department (Central and District Offices) and external transportation organizations to 1) identify opportunities for sharing information; 2) notify them of products available; 3) identify program data needs; and 4) coordinate (direct and indirect) efforts and initiatives required to achieve our common and/or independent goals and objectives.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of the principles and practices of effective leadership. Knowledge of the organizational and operational structure of the Department. Knowledge of budget preparation and budget monitoring techniques. Knowledge of State of Florida processes for statute and rule development. Knowledge of the agencies’ procurement policies and rules. Knowledge of Department personnel and administrative policies and procedures. Knowledge of Federal reporting requirements for various transportation data and performance measures information.
Skills in:
- Skilled in statistical analysis techniques that support the department’s business intelligence (BI) efforts. Skilled in the application of appropriate quality control or quality assurance standards for transportation data and analytics products and tools that support planning and operational needs. Skilled in leadership, management, and supervision of staff for the effective and efficient operation of the office. Ability to develop and implement a business plan in alignment with strategic plans.

Ability to promote change, empower, train, and lead others using effective management principles, practices and techniques. Ability to determine work priorities, assign work to appropriate staff and assure timely completion of assignments.
