Your Specific Responsibilities:

This position coordinates TB related surveillance activities and initiatives for the Bureau of Communicable Diseases TB Control Section.  The position requires the ability to work collaboratively with surveillance, data system staff and field staff at both Central Office and the County Health Department TB Programs to ensure the quality of surveillance data and timely reporting as well as its communication to the field.  The position provides technical assistance, oversight and enhancement of the TB surveillance system processes, and monitoring and evaluation of statewide surveillance activities as it relates to the Florida TB System of Care. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.

 

Supervises direct reports including motivating, training, providing guidance, and direction.   Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed.  Maintains vacation and work schedules to ensure proper coverage and completes timesheets.  Ensures all staff complete required training and are offered additional training. Ensures reliability and integrity of TB and LTBI surveillance systems in Florida.  Conducts analysis and data validation to develop and ensure the integrity of reports prior to distribution.  Ensures timely reporting of TB cases to the Centers for Disease Control and Prevention (CDC).  Participates in surveillance, program evaluation, and research activities.  Analyzes genotyping data and establishes processes for reporting to the field.  Identifies possible clusters/outbreaks of tuberculosis cases and ensures communication to within the TB Control Section and with affected CHD TB Programs; provides technical assistance and assists with investigation of such outbreaks and clusters. 

 

Coordinates and provides leadership with the development and implementation of procedures, methods and strategies for TB morbidity reporting and database management.   Assists and collaborates in statewide strategies for improving data collection and implementation of data systems for the TB Control Section, county health departments, and CDC. Acts as liaison between the State TB program and federal epidemiologic and disease control agencies such as the CDC and responds to inquiries from the CDC, other Department of Health Programs and external partners concerning the status of current surveillance related activities in Florida.  Analyzes and compiles surveillance data to create annual and special surveillance and epidemiological reports and provides data for long range program planning and data-driven policy development.

 

Provides training, guidance, and technical assistance as it relates to tuberculosis surveillance to Bureau staff, CHD staff, regional TB Managers/Coordinators and regional nurses, and other community partners.  Designs quality improvement processes to ensure data reliability and validity.  Participates in the Bureau of Communicable Diseases TB Control Section QI process and assists in the identification and implementation of best practices identified during the QI process.   Conducts site visits to county health departments and other health care agencies as needed to provide technical assistance regarding surveillance initiatives for tuberculosis-related issues. 

 

Develops, coordinates and manages special surveillance initiatives.  Participates in national, statewide, and/or division workgroups as it relates to surveillance projects and activities.  Upon request collaborates in the development of manuscripts and other research publications as it relates to TB surveillance.  Participate on surveillance projects that utilizes recognized project management models for this purpose.

 

Responsible for the supervision of designated staff in the surveillance section. Directs and Supervises staff in relations to the above duties, including appraisals, planning, and directing their work, approving leave, and having the authority for hiring and taking disciplinary action or effectively recommending such actions.

 

Responsible to lead, facilitate, and coordinates the Data Quality Meeting (DQM). Tasks include, scheduling the meetings, setting the agenda, facilitating, assigning, and tracking action items. She also provides input as Surveillance expert and assistance to team members with projects that are initiated because of the DQM workgroup meeting. This task also includes attending and managing calls, talking with stakeholders, and following up on inquiries and tasks associated with this workgroup to assign, monitor, validate, and ensure implementation of the team’s projects. 
 
Serves as a lead business analyst and subject matter expert for external research projects that include but is not limited to: Genotyping clustering projects, Civil Surgeon Project, and others. In collaboration with leadership and stakeholders, Tasks include defining the scope of projects and reports; writing report specifications and criteria; collaborating with the TB database analyst; performing in-depth testing and validation of expected outcomes prior to implementation; monitoring maintenance of TB registry projects; ensuring reported issues are resolved and changes to the database are documented and reviewed.  Also, as subject matter expert, collaborates with the TB systems project analyst on HMS surveillance enhancements and aids by reviewing specifications and criteria; supporting system development, including testing prior to implementation; and preparation and review of end user training and documentation. 

 

Performs other duties as assigned by leadership.

 

Required Knowledge, Skills, and Abilities:

Knowledge of department policies, state statutes and federal requirements relating to TB case reporting. Knowledge of methods of compiling, organizing and analyzing data. Ability to develop statistical reports using standard databases adopted for use in the TB Control Section.  Ability to prepare reports, applications, documents and other written materials. Ability to organize data into a logical format for presentations and reports, documents and other written material. Ability to determine work priorities, assign work and ensure proper completion of work assignments. Ability to communicate effectively Ability to establish and maintain effective working relationships with a wide range of health care agencies and interests. Ability to utilize problem-solving techniques. Ability to understand and apply applicable rules, regulations, policies, and procedures.

 

Qualifications:

Perferred- Two years of experience working with communicable disease data systems
