This is a highly professional position located in the Division of Public Health Statistics and Performance Management (PHSPM), Health Resources and Access (HRA) Section. This position works in a cooperative manner with the director of the Primary Care Office (PCO), Florida Assistance for Medical Education (FRAME) staff members and other staff to manage primary care, mental health, and dental health professional shortage area determinations; provide National Health Service Corps technical assistance; administer the physician waiver programs ; conduct Physician Workforce data analysis and reporting; and perform contract management duties as necessary. This position requires the incumbent to be knowledgeable in the policies, data, and issues related to access to health care and health professional recruitment. The incumbent works with other individuals, agencies, organizations and groups in developing and promoting policies and programs that improve access to health care. This position requires excellent communication skills, computer and data skills, and the ability to work independently and effectively with County Health Departments, Federally Qualified Health Centers, local health care providers, other governmental agencies and organizations, and community representatives.
Your Specific Responsibilities:
- Conduct all primary, mental and dental Health Professional Shortage Area (HPSA) applications in the federal designation software system for submission to the Health Resources and Services Administration. Serves as a liaison with the US Department of Health & Human Services' Health Resources and Service Administration (HRSA) HPSA Project Officer and other designation staff to coordinate all technical data and shortage designation system updates.
- Prepare the Physician Workforce Annual Report for submission to the legislature. Duties include coordinating with the Division of Medical Quality Assurance for data preparation, conducting the data analysis, and preparing the report for Department review. Address any data or analysis requests received as a result of the report. Attend all Physician Workforce Advisory Council meetings. Participate in any revision and implementation of the Physician Workforce Survey.
- Collect, process and prepare utilization data, including Florida Medicaid Management Information System (FMMIS) data, to assess community needs for primary, dental and mental health care needs related to increasing and enhancing health care access for the medically uninsured and underserved in Florida. Serve as the FMMIS data manager for the PCO.
- Manage the Foreign Physician Waiver program which includes: monitoring and implementing the current guidelines, policies, procedures, and application process for the recommendation of Foreign Physician Waivers; creating and managing the Foreign Physician database; performing analysis on the characteristics and distribution of the foreign physicians, providing data input, data summarization and data reporting; and processing requests for physician attestation letters, completing all support letters, and preparing presentations, reports, and research issues relating to federal foreign physician programs.
- Create and manage the services, rules, tools, forms, and reports to identify opportunities for improvements for programs assigned to the PCO. Conduct studies/analyses of operational challenges, document findings, and recommend improvements or corrective action(s). Review legislative issues and prepare analyses of the projected effect of any proposed legislation or action. Preparing and compiling data for legislative budget requests and long-range program plans. Respond to customer service inquires to the PCO via email and phone. Prepare reports, including technical writings such as operations manuals, procedure guides, or operator instructions required for PCO system operations. Assist, as needed, with similar reports for the FRAME program.
- Serve as contract manager in accordance with section 287.057(13) Florida Statutes, as needed.
- Provide technical assistance to county health departments, federally qualified health centers, other safety net providers, and the Florida Association of Federally Qualified Health Centers regarding issues related to health access improvement, National Health Service Corps and foreign physician waiver programs.
- Provide consultative support to the FRAME Manager, Specialists, and administrative support related to the identification and validation of health professional shortage areas. As needed, review responses to customer service inquiries, ensuring that data retrieval and report production from the HRSA Data Warehouse regarding HPSA designations status is conducted appropriately.
- Provide analysis and update of Maternal Care Health Professional Target Area (MCTA) data to support the HRSA comparison of the availability and need of maternity care health services in HPSAs. Serve as the MCTA data manager for the PCO.

Qualifications:
Minimum
- Eight years of professional experience in a health or rehabilitation program involving program or policy planning and development, program research or evaluation, finance, statistical analysis, accounting, auditing or budget analysis
Preferred:
- A bachelor's degree from an accredited college or university and four years of professional experience in a health or rehabilitation program involving program or policy planning and development, program research or evaluation, finance, statistical analysis, accounting, auditing, or budget analysis
- Experience providing highly effective customer service.
- Expertise with the Microsoft Office suite of desktop applications including Teams, Access, Word, Excel, PowerPoint, and Outlook. Knowledge of the methods of data collection and analysis.
