Position Overview and Responsibilities:
This position is responsible for oversight of the MFMP Operational Team and assistance with the planning, goal setting, execution, and management of the MyFloridaMarketPlace (MFMP) program. The MFMP Operational Lead works closely with and manages a Business Process Outsourcing (BPO) contractor and a specialized team to ensure the stability, efficiency, satisfaction, and evolution of the program area.
- Directs and supervises direct reports to ensure adequate governance of the MFMP program, to include establishment, documentation, and compliance of the State’s statutes and rules with MFMP policies and procedures.
- Maintains an awareness of staff’s areas for personnel development by assessing strengths and weaknesses and develops plans to provide timely and specific feedback to improve needed areas.
- Works with staff to plan for career goals related to the Department’s mission and coordinates and supports training to accomplish these goals.
- As a leader, motivates staff and accomplishes tasks through teamwork, delegates work assignments, and ensures team accountability.
- Communicates any areas of concern related to staff performance to the Chief of MyFloridaMarketPlace and recommends plans of action for improvement.
- Completes performance evaluations of the team by agency established deadlines and approves timesheets by 5:00 p.m. the day following the close of the pay period.
- Governance: Ensure establishment, documentation, and publishing of MFMP policies and procedures; interpretation and incorporate of legislation into policies and procedures.
- Participates in and responds to all audits and monitors State Purchasing metrics reporting.
- Records: Ensure MFMP records retention in compliance with State law, responses to public inquiries, contract maintenance and visibility to expiration dates, and Public Entity Crime (PEC) records.
- IT: Ensure oversight of management of MFMP outsourcing and Contractors.
- Processes: Ensure development, documentation, and maintenance of process maps for all MFMP processes, and continual improvement to reduce steps and cycle times.
- SME & Training: Ensure development of Purchasing Operations Subject Matter Experts (SMEs).
- Compliance: Monitor and track MFMP performance and compliance to Operations standards.
- Metrics: Ensure capturing and reporting of all metrics on behalf of MFMP. Utilize Balanced Scorecard framework (Financial, Customer, Internal Business Processes, and Learning & Growth quadrants) to track and report.
- Manage special projects.

Minimum Qualifications:
- High School diploma or equivalent.
- Florida Certified Contract Manager (FCCM).
- Three years of instructional delivery and training coordination.
- Two years of professional experience in managing internal and external customers and stakeholders.
