Position Overview:

The primary function of this position is to serve as a MyFloridaMarketPlace (MFMP) trainer/instructor for stakeholders in the procurement, contract management, and finance & accounting subject, and vendor management subject matter areas. The incumbent will be expected to facilitate instructor-led training courses in accordance with established guidelines for topics related to the MFMP program.

 

This position is responsible for eProcurement system (MyFloridaMarketPlace or MFMP) agency adoption by improving procure-to-pay processes, including procurement, purchasing, and the invoicing component, strategic sourcing, and reporting in MFMP. Success requires facilitation of cross-functional, enterprise-wide process improvement teams to achieve significant and measurable benefits. This effort directly advances the agency mission – to deliver innovative, resource-saving solutions to continually improve customer service.

 

Specific responsibilities include, but are not limited to, the following:

  • Training: Champion MFMP and State Purchasing initiatives. Design and provide effective training materials and sessions to agency customers and vendors.
  • Research and Analysis: Independently conducts technical research and analysis using MFMP modules and other data sources regarding the MFMP system to provide customer service and consultative assistance to agencies and employees.
  • Quality Assurance: Analyzes data for accuracy at all times and when generating reports and data files. Recommends solutions to identified problems.
  • Change Management: Act as an agent for change, taking a facilitative catalyst role. Train and develop business best practices in process re-engineering tools and techniques. Identify, disseminate, and promote adoption of best practices.

 

Knowledge, Skills, and Abilities:

  • Knowledge of Chapter 287, Chapter 215, Chapter 119, Florida Statutes.
  • Knowledge of Technology: MyFloridaMarketPlace, Microsoft Office (Excel, Word, PowerPoint, Publisher), Adobe Products.
  • Knowledge of best practices for instructional delivery and learner interaction.
  • Ability to interact effectively and influence at all levels of the enterprise without the benefit of complete positional authority.
  • Ability to maximize use of technology to gain effectiveness and meet required deadlines.
  • Ability to keep the focus on change, communicating regularly, and backing up action plans with deadlines and progress reports, and driving issues to closure.
  • Knowledgeable of Florida procurement rules, laws, and strategic sourcing processes.
  • Excellent presentation, team building, and leadership skills.
  • Experience using presentation software such as Microsoft PowerPoint, Adobe Products and webinar tools.
  • Skill in managing internal and external customers and stakeholders.
  • Ability to provide feedback to various stakeholders.
  • Ability to travel within the state up to 10% of working days.
  • Ability to provide exceptional customer service using various media methods.
  • Knowledge of professional development media and delivery options (instructor-led, virtual, interactive web-based, self-study, and assessment products).
  • Knowledge of instructional methodologies for adult learners.
  • Knowledge of public procurement, contract management, and contract negotiation.
  • Skill in Microsoft Office products (Word, Excel, PowerPoint, Outlook).
  • Skill in written and verbal communication.
  • Skill in public speaking and/or presentations.
  • Ability to lift boxes/materials that may weigh over 30 pounds.
  • Ability to prioritize assigned tasks.
  • Possession of a valid Florida driver’s license.
  • Ability to travel overnight depending on training needs.
  • Ability to interact effectively with others and maintain working relationships.

 

Other Job-Related Requirements:

  • Pursuant to F.S. 215.422 every officer or employee who is responsible for the approval or processing of vendors’ invoices or distribution of warrants to vendors are mandated to process, resolve and comply as section 215.422 requires.
  • Adheres to safety awareness policies in the workplace and practices lessons learned on a daily basis to avoid accidents.
  • Completes all DMS required trainings.

 

Minimum Qualifications:

  • Two years of procurement or purchasing/project management/change management/consulting or system support experience.
  • Agency experience with MyFloridaMarketPlace applications (buyer, approver, or other user role) or a similar system.
  • Professional experience in training development and/or delivery.

 

Preferred Qualifications:

  • Documented experience in change management, acting as a change agent, or leading a project centered on business process changes.
  • Agency experience with MyFloridaMarketPlace (buyer, approver, or other user)
  • Florida Certified Contract Manager (FCCM) certification.
  • Green Belt Certification.
  • Experience compiling analytical reports and presenting the data to senior management.
