Duties and Responsibilities:
This position is responsible for eProcurement system (MyFloridaMarketPlace or MFMP) adoption by improving procure-to-pay processes, including procurement, purchasing, and the invoicing component, strategic sourcing, and reporting in MFMP. Success requires facilitation of cross-functional, enterprise-wide process improvement teams to achieve significant and measurable benefits. This effort directly advances the agency mission – to deliver innovative, resource-saving solutions to continually improve customer service.

 

  • Training: Champion MFMP and State Purchasing initiatives. Design and provide effective training materials and sessions to agency customers and vendors.
    o    Continue to drive the MFMP Utilization Initiative including leading customer working groups, drafting communications and training materials, compiling customer (both agencies and vendor) feedback and taking action.
    o    Provide creative and innovative ideas on how to improve customer adoption of MFMP;
    o    Provide operational training and guidance for use of MFMP eProcurement solution and all applications. 

 

  • Research and Analysis: Independently conducts technical research and analysis using MFMP reporting modules and other data sources in the MFMP system to provide customer service and consultative assistance to agencies and employees. 
    o    Works with the MFMP Specialists in establishing and preserving the relationships between the State of Florida and vendors registered to conduct business in the state; and
    o    Produces analytical reports with regard to Public Records Requests, within a timely fashion.

 

  • Quality Assurance: Analyzes data for accuracy at all times and when generating reports and data files. Recommends solutions to identified problems. 
    o    Improves procurement management and internal controls by evaluating agency usage of MFMP and recommending procurement business process changes. Identifies customer needs and expectations, and then set forth a performance measurement and data collection process that will lead to performance improvement and customer satisfaction. Identifies multiple variables and solutions to complex situations and motivate stakeholders toward appropriate action. Communicate information clearly, concisely, logically and with confidence;
    o    Independently verifies assigned Service Level Expectations for contract compliance; 
    o    Works with the MFMP Help Desk Manager to review customer feedback relevant to MFMP applications; and
    o    Assists the MFMP Chief Learning Officer (CLO) and CLO team on annual survey criteria.    

 

  • Change Management: Act as an agent for change, taking a facilitative catalyst role. Train and develop business best practices in process re-engineering tools and techniques. Identify, disseminate, and promote adoption of best practices.
    o    Recommends process improvements and system enhancements related to customer and internal business processes, to ensure the components of the purchasing system are comprehensive, user¬-friendly, and reliable and accomplish objectives;
    o    Assist in managing the MFMP applications by conducting process analysis and providing recommendations for process and system efficiency and improvement; and
    o    Update job knowledge by studying new regulations; participating in educational opportunities; reading professional publications; maintaining personal networks.

 

  • Perform other duties as assigned by management.
