Position Overview and Responsibilities:
This position is responsible for providing functional support and oversight of the MyFloridaMarketPlace (MFMP) eProcurement system tools, performing constant and consistent monitoring of users’ operational use to recommend process improvements. The position supports the tracking, analysis, and reporting of utilization metrics to drive compliance, improve adoption, and inform strategic decision-making. The position is responsible for researching, implementing, and documenting new areas of process improvement to achieve significant and measurable results and benefits. This effort directly advances the agency’s mission – to deliver innovative, resource-saving solutions to continually improve customer service.
Support and Oversight:
Coordinates day-to-day support activities to ensure stakeholder and leadership expectations are met. These activities include:
- Collaborate with internal stakeholders to establish utilization metrics for state agencies, including purchase order, Provide user functional support of MFMP tools (Vendor Information Portal, AOD, Tableau, etc.)
- Provide onboarding & access management, including the creation of new user accounts, assign permissions, and manage user licenses for various IT tools
- Resolve non-technical, application-level issues (e.g., forgotten passwords, user interface errors, workflow interruptions)
- Create and maintain user guides, FAQs, and step-by-step documentation for commonly used tools
- Act as the primary contact for MFMP tool vendors to report bugs, request features, and follow up on issues
- Conduct training sessions or webinars to educate users and stakeholders on new features or best practices in company-supported tools
Process Improvement:
- Conduct audits of current MFMP tool workflows, analyzing how users and stakeholders use MFMP tools
- Identify bottlenecks, redundant tasks, and areas of user frustration
- Map "current-state" and "future-state" processes using flowcharts to visualize improvements
- Create, maintain, and update standard operating procedures (SOPs), and user guides for MFMP tools
- Translate complex technical changes into clear, user-friendly documentation for non-technical users
- Develop training materials and conduct workshops to onboard users and stakeholders on new or updated IT tools
- Analyze support ticket trends to identify training gaps and proactive initiatives to reduce recurrent issues
- Serve as a "Super User" to provide best-practice guidance on tool use
Relationship Management:
- Build and maintain strong working relationships with key internal and external stakeholders
- Maintain a comprehensive understanding of MFMP’s program and customer structure and key stakeholders within state agencies, the MFMP program, and DMS leadership
- Serve as the primary point of contact between the MFMP team and prioritized state agencies
- Conduct regular check-ins with agency representatives to gather feedback and address any concerns
- Establish a feedback mechanism to document and address concerns, suggestions, and issues resulting for utilization efforts
- Collect and analyze feedback from agency staff to identify any challenges or resistance to change
- Collaborate with internal stakeholders to incorporate user feedback into potential logged change requests (CRs) and system investigation requests (SIRs)
- Monitor agency progress of utilization efforts by conducting regular check-ins
- Develop and share best practices for using MFMP applications across all agencies
Compliance Tracking:
- Monitor MFMP tools (Vendor Information Portal, AOD, Tableau) to ensure operational and performance optimally
- Track and report on performance metrics such as system latency, CPU utilization, disk space, and application response times
- Identify alerts/anomalies and follow standardized procedures (SOPs) to escalate issues to appropriate technical teams
- Generate recurring reports on SLA compliance, uptime statistics, and recurring ticket trends
- Maintain up-to-date documentation on monitoring procedures, alert thresholds, and troubleshooting guides
- Act as main liaison of MFMP tools and OIT staff
Knowledge, Skills, and Abilities:
- Knowledge of Chapter 287, Chapter 215, Chapter 119, Florida Statutes
- Knowledge of Technology: eProcurement Systems (Ariba), Microsoft Office (Excel, Word, PowerPoint, Publisher), Adobe Products
- Ability to monitor for, identify, and document process improvements
- Ability to interact effectively and influence at all levels of the enterprise without the benefit of complete positional authority
- Ability to maximize use of technology to gain effectiveness and meet required deadlines
- Ability to keep the focus on change, communicating regularly, and backing up action plans with deadlines and progress reports, and driving issues to closure
- Knowledgeable of Florida procurement rules, laws, and strategic sourcing processes
- Excellent presentation, team building, and leadership skills
- Skill in managing internal and external customers and stakeholders
- Ability to provide feedback to various stakeholders
- Ability to travel within the state up to 25% of working days
Minimum Qualifications:
- High school diploma or equivalent (college experience preferred but not required).
- Three years of professional project management/change management/consulting or system support experience.
Preferred Qualifications:
- Experience in change management, acting as a change agent, or leading a project centered on business process changes.
- Experience compiling analytical reports and presenting the data to senior management.
- Agency experience with MyFloridaMarketPlace (buyer, approver, or other user)
- Experience in a Business Process Outsourcing model from the customer perspective.
- Professional experience in training development and/or delivery.
- Florida Certified Contract Manager (FCCM) certification.
- Florida Certified Contract Negotiator (FCCN) certification.
